The Telangana state government has issued fresh Government Orders introducing a Direct Benefit Transfer (DBT)-based mechanism for post-matric scholarships and fee reimbursement, effective from the current academic year. Under this new system, eligible students will receive the financial assistance directly in their bank accounts instead of the funds being credited to educational institutions.

The move is expected to cover students from various eligible categories, including Scheduled Castes (SC), Scheduled Tribes (ST), Backward Classes (BC), Economically Backward Classes (EBC), and Minority communities. Under the new mechanism, students or their parents will be responsible for paying the fees to their respective colleges after receiving the government assistance. The orders also lay down a phased schedule for the release of the reimbursement amount during the academic year, replacing the earlier practice of crediting funds directly to institutions.

Officials involved in the matter stated that the development comes at a crucial time, with polytechnic admissions already underway and the Engineering, Agriculture and Pharmacy Common Entrance Test (EAPCET) counselling expected to commence shortly.

Concerns from Private Colleges

Private college management representatives have expressed concern over the new mechanism, citing potential uncertainty regarding fee collection. V.S. Ravi Kumar, Secretary General of the Federation of Associations of Telangana Higher Institutions (FATHI), told the Times of India, “The scholarship amount will now go directly to the students’ accounts, and they are expected to pay the colleges. Our concern is not with students receiving the money, but with the absence of any mechanism to ensure that institutions actually receive the fee.”

Management representatives noted that a similar reimbursement framework introduced through an earlier Government Order had been challenged before the High Court, and certain provisions relating to fee collection had come under judicial scrutiny. They argued that institutions are apprehensive about the lack of a system to guarantee that the reimbursement amount credited to beneficiaries ultimately reaches the colleges.

An official associated with the higher education sector confirmed that the fresh Government Orders have been issued and said the implementation mechanism is still being understood by various stakeholders. The official acknowledged some uncertainty regarding the timing of fee payments and reimbursements during the admission process, and indicated that a practical mechanism would need to be worked out to operationalize the new system.

The official also stated that the government has assured stakeholders that scholarship amounts will be released, though some procedural steps, including the creation and processing of beneficiary records, will require time. The government aims to ensure a smooth transition to the DBT-based system while addressing the concerns raised by educational institutions.
