The Goa government has introduced the Atal Asra Yojana, a financial assistance scheme aimed at improving housing conditions among Scheduled Tribe (ST) communities. Under this initiative, eligible families can receive up to Rs 3 lakh for constructing, reconstructing, or repairing their homes.
Scheme Overview
The scheme is specifically designed for Scheduled Tribe families in Goa whose annual household income does not exceed Rs 3 lakh. Beneficiaries can opt for assistance either for constructing or reconstructing a house, or for carrying out repairs, but both benefits cannot be availed for the same property.
Financial Assistance Slabs
The scheme offers two distinct slabs of financial support:
- Rs 3,00,000 for building a new house or completely reconstructing an existing one.
- Rs 1,50,000 for repairing an existing house.
Eligibility Criteria
Applicants must meet the following conditions to qualify for the scheme:
- The applicant must belong to a Scheduled Tribe community recognized in Goa.
- The total annual family income must not exceed Rs 3,00,000.
Application Process
The application process is entirely offline, with no online portal available. Interested individuals can follow these steps:
- Visit the Department of Tribal Welfare office located at Shram Shakti Bhavan, 5th Floor, Patto, Panaji, Goa – 403 001.
- Obtain the application form from the office or download and print it from an official source.
- Fill in all required fields, attach a signed passport-size photograph, and self-attest supporting documents wherever necessary.
- Submit the completed form along with the required documents to the concerned official at the same office.
Required Documents
All applicants, regardless of the type of assistance sought, must provide the following documents:
- Affidavit in the prescribed format
- House tax receipt
- Income certificate
- ST certificate issued by a competent authority
- Passbook copy
- Photograph of the existing house with the applicant visible in the frame
- Copy of Aadhaar card
- Copy of ration card
- Mandate form
- Sanction order under JAY/RAY scheme, if previously availed
- Detailed estimate from a registered engineer, architect, or contractor registered under PWD, GSIDC, or any government department or autonomous body
For new construction and reconstruction cases, two additional documents are mandatory:
- Ownership documents of the land, or a No Objection Certificate (NOC) from the landowner
- Construction license from a competent authority
