US Envoy: Talks With India for Interim Trade Deal Soon

US Trade Representative to Hold Key Talks in New Delhi

US Ambassador to India Sergio Gor announced on Monday that United States Trade Representative Jamieson Greer will hold multiple meetings with Union Commerce and Industry Minister Piyush Goyal in New Delhi to advance the proposed bilateral trade agreement (BTA). The discussions aim to finalise the framework for the first phase of the BTA ahead of a critical tariff deadline on July 24, when the US's temporary 10% tariff on all trading partners is set to expire.

In a post on his official X handle, Gor wrote, "Looking forward to welcoming Ambassador Greer to New Delhi! Multiple sessions scheduled with Minister Piyush Goyal to advance the US-India trade deal!" The ministerial-level meeting underscores ongoing efforts between the two nations to reach an interim trade agreement that could pave the way for a more comprehensive deal.

Interim Deal to Resolve Outstanding Issues

On Sunday, Goyal confirmed that his US counterpart would visit India to negotiate the agreement. He expressed confidence that the first phase of the BTA could be completed by the middle of next month, stating that the US and India are working to resolve all outstanding issues in the interim trade agreement. Commerce Secretary Rajesh Agrawal earlier indicated that talks would focus on completing the framework and moving forward with negotiations on the larger trade agreement.

The interim deal is seen as a strategic step to deepen economic connections and increase bilateral trade, which currently stands at over $200 billion annually. Both countries aim to use the phased arrangement to address trade barriers and enhance market access.

Tariff Deadline Looms Large

The urgency of the talks is driven by the US's temporary 10% tariff, imposed earlier this year on all trading partners, which is set to expire on July 24. This tariff is applied in addition to the Most Favoured Nation (MFN) duty rates. Washington is expected to enact a new tariff policy after the 150-day timeframe concludes, making the current negotiations crucial for India to secure favourable terms.

Chief negotiator-level talks were held in New Delhi from June 2 to June 4 to advance discussions on the proposed deal. The latest ministerial engagement builds on those technical-level meetings, signalling a push to finalise the interim agreement before the tariff deadline.

Path to a Comprehensive Trade Agreement

The interim trade deal is intended to serve as a building block for a comprehensive BTA, which would cover a wider range of goods, services, and investment. India and the US have been working to strengthen their economic partnership, with bilateral trade in goods and services reaching nearly $200 billion in 2023. A successful interim agreement could boost trade further and resolve long-standing issues such as market access for agricultural products, intellectual property rights, and tariff disparities.

Ambassador Gor's announcement highlights the high-level commitment from both sides to reach a deal. The meetings between Goyal and Greer are expected to address key sticking points, including tariff reductions, data localization norms, and e-commerce rules. The outcome of these talks will be closely watched by businesses and policymakers in both countries.
