Gujarat Launches Project THRIVE to Relocate Urban Industries to New Zones
Gujarat's Project THRIVE for Urban Industry Relocation

The Gujarat government has introduced 'Project THRIVE' under the Viksit Gujarat Industrial Policy 2026 to encourage industries operating within congested urban centers to relocate to newer industrial zones outside city limits. The initiative, which stands for Transition for Harmonized Relocation and Inclusive Vibrant Economy, aims to reduce pressure on urban infrastructure and support planned industrial ecosystems around emerging urban clusters and satellite townships.

Key Features of Project THRIVE

Additional Chief Secretary (Industries) Mamta Verma stated that the initiative seeks to encourage industries operating within city limits to relocate to areas outside urban centers, creating planned industrial ecosystems. Units that relocate will be treated as new units and will be eligible for several benefits, including capital subsidy, wage support of Rs 5,000 per employee per month for six months, housing and worker infrastructure assistance, and relaxation in Floor Space Index (FSI) norms.

Worker Support and Infrastructure

The policy also proposes support for workers' housing, labor hostels, and working women's hostels near the industrial hubs to improve workforce accessibility and reduce commuting pressure. Officials noted that the initiative is linked to the policy's broader push for private industrial parks, green industrial estates, and common environmental infrastructure outside existing urban manufacturing clusters.

Broader Context

This move is part of Gujarat's efforts to decongest cities and promote sustainable industrial growth. By relocating industries, the government aims to enhance urban livability while fostering economic development in peripheral areas. The policy aligns with the state's vision for a Viksit Gujarat, ensuring balanced regional development and improved quality of life for citizens.
