The North American Electric Reliability Corporation (NERC), responsible for monitoring power grid reliability across the United States, Canada, and parts of Mexico, has warned that rapidly growing large power users, such as data centers, are creating new risks for electricity systems. In an official press release, NERC stated that the power grid is facing unprecedented challenges due to the surge in large electricity-consuming facilities.
Level 3 Essential Action Alert Issued
NERC has issued a Level 3 Essential Action Alert, requiring registered power companies and grid operators to take immediate steps to reduce risks to the bulk power system. The alert outlines seven actions that registered entities must implement to address immediate risks posed by computational loads interfacing with the bulk power system (BPS). These actions include computational load modeling, studies, instrumentation, commissioning, operations, protection, and control.
Sudden Demand Reductions and Oscillations
According to NERC, some large power users have caused sudden reductions in electricity demand and major power oscillations that occur within seconds. The watchdog warned that these events leave little or no time for grid operators to respond in real time, creating a possible threat to grid reliability. The deadline for registered entities to submit their responses is August 3, 2026.
New Voluntary Guidelines Released
In another move to address emerging large loads, NERC released new voluntary guidelines called "Risk Mitigation for Emerging Large Loads." The guidelines recommend actions for traditional utilities, grid operators, and the companies behind these large loads, including equipment manufacturers. The goal is to ensure that as more industrial-scale consumers connect to the grid, they actively participate in practices that protect grid stability.
Proactive Planning for Reliable Integration
These steps highlight that proactive planning and participation can enable even more of these facilities to come online reliably and quickly. The guideline also acts as a reliability bridge while NERC updates its formal Reliability Standards to address these new challenges. Although non-binding, NERC strongly urges all relevant entities, from transmission operators to equipment makers, to adopt the recommended risk mitigation strategies outlined in the Reliability Guideline.
