Chief Minister Explains GST Payment Mechanism

Chief Minister Pramod Sawant provided detailed clarification on why no GST arrears remain pending in Goa. "Under the GST regime, the taxpayer files a return in Form GSTR-3B only after paying tax dues, interest and late fee. The return cannot be filed on the portal without payment of tax dues," Sawant explained during an assembly session.

This procedural requirement creates a system where tax payments must be completed before any return submission can occur, effectively preventing the accumulation of unpaid dues.

GST Collection Figures Show Steady Growth

The state government disclosed comprehensive GST collection data spanning multiple fiscal years:

  • 2022-23: Goa recorded GST collections of Rs 3,536 crore
  • 2023-24: Collections increased to Rs 4,059 crore
  • 2024-25: Total GST mop-up reached Rs 4,424 crore
  • 2025-26 (provisional): Collections stand at Rs 3,694 crore for the period up to January

These figures demonstrate consistent revenue growth for the state under the GST framework, with only the current fiscal year showing a temporary dip that may be attributed to seasonal factors or economic conditions.

Appeal Process and Data Limitations

Sawant provided these details in response to an assembly query that sought information about GST arrears and government measures to improve revenue collection. In his written reply, the chief minister outlined the process for claiming dues from taxpayers.

"Dues can be claimed from taxpayers after scrutiny of returns or after formal assessments," Sawant stated. "Taxpayers against whom demand orders are issued can file a first appeal within 120 days of service of the demand."

The chief minister also noted a significant limitation in the state's oversight capabilities. The central government does not share data on appeals pending before central GST (CGST) authorities with the Goa government, creating an information gap regarding the complete picture of GST appeals involving Goa taxpayers.
