The Chandigarh UT administration has released a draft proposal allowing fragmentation only for industrial plots measuring 4 kanal and above, inviting public suggestions and objections. The move is part of proposed amendments to the Chandigarh Master Plan (CMP)-2031, aimed at ensuring regulated and sustainable industrial development.

Key Provisions of the Proposal

Under the draft, no fragmentation will be permitted for plots with a width of less than 60 feet. For plots of 4 kanal and above, a maximum of three subdivisions will be allowed, with each resultant plot having a minimum width of 50 feet. If a 4 kanal or larger plot has a width of less than 100 feet, it can be split into two equal-width plots, each at least 1 kanal in area.

Restrictions on Colony-Style Layouts

Officials emphasized that fragmentation by carving out new internal roads within existing plots—effectively leading to colony-like development—will not be permitted. Plot owners must provide adequate parking and loading/unloading space within the premises as per norms. Revised zoning plans must be approved before building plan sanction.

Compliance with Existing Rules

The proposal aligns with CMP-2031 and Chandigarh Building Rules, 2017. Safeguards will be built in to prevent haphazard growth, unauthorized constructions, and changes in the industrial character of plots. Coordination with engineering departments and the Municipal Corporation is crucial to manage increased load on utilities.

Planning Challenges

With a minimum frontage of 50 feet, side setbacks may be difficult, potentially requiring exemptions with inputs from the fire department. The administration aims to balance development with infrastructure capacity.
