DDA to earn Rs 29,700 cr from Dwarka projects via licence fees

The Delhi Development Authority (DDA) is set to generate more than Rs 29,700 crore over the next 55 years through annual licence fees from three marquee projects in Dwarka. This follows a major shift from outright land sales to long-term land monetisation, aimed at strengthening revenue streams while accelerating premium urban infrastructure development in the sub-city.

Three Key Projects in Dwarka

The three projects include a five-star hotel in Sector 23, Delhi's first Transit Oriented Development (TOD) project to be auctioned under the annual licence fee model in Sector 22, and a 600-bed super-speciality hospital in Sector 9. These mark a significant transition in DDA's strategy as it seeks to unlock value from limited land resources without relinquishing ownership. Tenders have been allocated for all three projects, and the deadline for completion has also been clarified.

Revenue Model Shift

According to DDA officials, the authority is increasingly moving away from the conventional model of selling land parcels and is instead leasing them for up to 55 years under a licensing framework. Revenue is generated through annual licence fees determined via competitive bidding, ensuring a steady long-term income while retaining control over public land. "This model allows DDA to monetise land sustainably. It secures recurring revenue while ensuring that ownership remains with the authority," a senior official said.

Five-Star Hotel in Sector 23

The first project is a five-star hotel spread over nearly 2.5 acres in Sector 23. Designed to have a minimum capacity of 200 rooms, the project has been awarded at an annual licence fee of Rs 16.1 crore plus applicable GST. The construction deadline has been fixed at 42 months, and the project is expected to generate nearly Rs 6,370 crore for DDA over the licence period.

TOD Project in Sector 22

The second project, spread across about 10.4 acres in Sector 22, is particularly significant as it is the first TOD project in Delhi to be auctioned under the annual licence fee model. "Envisioned as a mixed-use development, it will include a luxury shopping mall, corporate office spaces and residential units," the authority stated. The project has been awarded to a consortium, and the construction period is pegged at 36 months. With an annual licence fee of Rs 27.5 crore plus GST, it is projected to generate approximately Rs 10,887 crore over the lease tenure.

Super-Speciality Hospital in Sector 9

The largest among the three is a 600-bed NABH-accredited super-speciality hospital coming up on nearly 9.3 acres in Sector 9. The project has been awarded to Apollo Hospitals Enterprise Ltd and is expected to be completed within 48 months. With an annual licence fee of Rs 33.3 crore plus applicable GST, the hospital alone is projected to contribute nearly Rs 12,522 crore over 55 years, making it the biggest revenue-generating project among the three.

Broader Impact

Beyond the financial gains, the developments are expected to spur large-scale private investment in public land and significantly boost hospitality, healthcare, commercial and residential infrastructure in Dwarka, officials said. This strategic move by DDA ensures a sustainable revenue model while fostering urban development in the national capital.
