Maharashtra Government to Launch Dedicated MSME Commissionerate in Mumbai
In a significant move to bolster the Micro, Small, and Medium Enterprises (MSME) sector, the Maharashtra state government has announced the establishment of a dedicated commissionerate for MSMEs, to be headquartered in Mumbai. This new body will be led by a commissioner and is designed to strengthen and expand the sector throughout the state, as part of broader economic initiatives.
Budget Announcement and Strategic Framework
Chief Minister Devendra Fadnavis revealed the creation of the MSME commissionerate while presenting the state budget for the fiscal year 2026-27. He emphasized that this policy aims to generate approximately 50 lakh direct jobs, highlighting the government's commitment to fostering entrepreneurship and industrial growth. The commissionerate will serve as the nodal institutional mechanism for formulating, implementing, and monitoring MSME-related policies, ensuring a coordinated approach to sectoral development.
Additionally, a separate commissionerate dedicated to the service sector will also be established in Mumbai, further enhancing support for diverse economic activities. Officials confirmed that both bodies are set to become operational within the next two months, according to Development Commissioner for Industries, Deependra Singh Kushwah.
Functions and Impact on MSME Ecosystem
The MSME commissionerate will play a crucial role in facilitating access to credit and markets, promoting innovation, and ensuring timely grievance redressal for entrepreneurs and industrial units. It will include specialized cells for cluster development, service-sector MSMEs, export facilitation, and inclusive entrepreneurship. This targeted support system is outlined in the state's Industrial Policy 2025, aiming to create a more responsive framework for MSME-led growth across Maharashtra.
Kushwah added that the new structure will implement various schemes, incentives, and promotional measures to strengthen MSMEs, improve competitiveness, and enable sustainable scaling. The initiative aligns with the latest economic survey data, which shows that Maharashtra had 63.85 lakh MSMEs registered on the Udyam portal as of December 2025, including 62.11 lakh micro, 1.55 lakh small, and 18,000 medium enterprises, employing nearly 2.52 crore people.
Expansion and Job Creation Initiatives
As part of the broader strategy, the government plans to establish "Micro, Small and Medium Enterprise Centres" in every district, ensuring localized support and resources for entrepreneurs. This decentralized approach is expected to enhance outreach and effectiveness, driving economic development at the grassroots level.
The establishment of the MSME commissionerate marks a pivotal step in Maharashtra's industrial policy, focusing on creating a robust ecosystem for small and medium businesses to thrive, innovate, and contribute significantly to the state's economy and employment landscape.
