Maharashtra Government Unveils Massive 5.25 Lakh Crore Blueprint to Transform Nagpur Division

The Maharashtra government on Saturday presented an ambitious long-term development roadmap aimed at transforming the Nagpur division into a major hub for defence manufacturing, critical minerals, and green industries. The comprehensive plan, titled "Viksit Nagpur 2047 – Sustainable Development Plan," projects total investments of 5.25 lakh crore by 2047, with up to 75% expected to come from private sector players.

Strategic Vision for Regional Transformation

Chief Minister Devendra Fadnavis formally launched the development blueprint at an MoU signing ceremony held at IIM Nagpur, where he emphasized that this strategic roadmap would transform Vidarbha into a significant driver of India's long-term economic growth. "Through Mitra and Niti Aayog, we are creating growth hubs in Mumbai's MMRDA region along with Pune and Nagpur," Fadnavis stated. "In future, development is coming in a big way around the cities along with a large number of jobs."

The Chief Minister assured stakeholders that the ambitious "Viksit Nagpur 2047" roadmap would be implemented in a time-bound manner, declaring that the long-term development blueprint "will not remain merely a document." He added, "A comprehensive roadmap is being prepared to establish Nagpur as one of India's leading development centres."

Investment Structure and Immediate Initiatives

The funding structure for this massive transformation envisions:

  • 65-75% private investment from corporate entities and industrial players
  • 20-30% public investment from government sources
  • Approximately 5% allocated to land costs and infrastructure development

Officials revealed that out of the total projected 5.25 lakh crore investment, 10,000–12,000 crore worth of private projects are already under construction, while proposals worth 1.8 lakh crore are currently in the pipeline. An additional 2.7 lakh crore is proposed to be mobilized in the coming years through strategic partnerships and investment initiatives.

As an immediate implementation step, the state government outlined a Green and Resilient Ecosystem plan involving 35,000 crore over the next decade. Within this framework:

  1. 7,600 crore of private projects are already under construction
  2. 5,200 crore worth of projects were recently announced
  3. Approximately 22,000 crore is estimated as near-term investment, with an equal mix of private and public funding

Five Key Priority Areas for Development

The comprehensive development plan identifies five strategic priority areas that will receive focused attention and investment:

  • Integrated Defence and UAV Innovation Hub: Creating a specialized centre for defence manufacturing and unmanned aerial vehicle technology development
  • Critical Mineral and Mining Clusters: Developing specialized zones for extraction and processing of essential minerals
  • Expansion of Steel and Heavy Industry in Gadchiroli District: Strengthening industrial infrastructure in the region
  • Agro-processing and Plant Protein Hubs: Focusing on value addition for rice, oranges, and pulses through modern processing facilities
  • Green, Low-Carbon Industrial Platform: Integrating clean energy technologies and sustainable industrial practices

Institutional Collaboration and Technological Integration

During the event, three separate Memorandums of Understanding were signed between the Maharashtra Institution for Transformation (Mitra) and leading institutions:

  1. VNIT (Visvesvaraya National Institute of Technology) for technical research and development support
  2. IIM Nagpur for management expertise and strategic planning
  3. Wadhwani Foundation for innovation and institutional collaboration

Chief Minister Fadnavis also formally launched the GIS Mitra application, a technological tool designed to support planning and implementation of the development framework. The application will facilitate spatial planning, resource mapping, and project monitoring across the Nagpur division.

The presentation of the "Viksit Nagpur 2047" plan was made by Praveen Pardeshi, Chief Executive Officer of the Maharashtra Institution for Transformation (Mitra), who detailed how the blueprint aims to generate over 9 lakh jobs while positioning the Nagpur region as a centre for defence manufacturing, critical minerals, clean industries, and high-value services. This represents a significant step toward realizing Maharashtra's vision of balanced regional development and sustainable economic growth.
