Residents of Gurgaon can now complete a significant part of their property registration from the comfort of their homes, as the district administration has announced the full resumption of its online system. The initiative, which had faced initial technical hurdles, is now fully operational, promising greater convenience and transparency for buyers.
New System Designed for Public Convenience
Deputy Commissioner Ajay Kumar confirmed on Monday that all issues with the online portal have been resolved. He emphasized that the revamped process is specifically "designed for the convenience of the buyers." The core promise is that applicants can initiate and proceed with the registration formalities remotely, drastically reducing physical visits to government offices.
The Haryana government originally launched this comprehensive online land registration system on November 1. The primary goals were to enhance transparency in property deals, reduce the dependency on middlemen, and minimize direct contact between officials and the public to curb corrupt practices. However, soon after launch, the process encountered technical glitches and difficulties in document uploads, which slowed down operations at local tehsil offices.
A Push for Accountability and Anti-Corruption
Chief Minister Nayab Singh Saini has strongly backed the online system, stating it will "significantly reduce the scope for corruption." To ensure timely service, the government has introduced a strict accountability mechanism. If a registration is not completed on time, the concerned tehsildar must submit a written explanation to the government. Should this explanation be deemed unsatisfactory, disciplinary action will be initiated and the responsibility for that file will be transferred to a senior officer.
A senior revenue official explained the systemic shift. Previously, paper verification was a manual process with limited oversight. The new digital framework ensures every step is closely monitored. If an official rejects a file, they must provide detailed reasons, and each rejection is permanently recorded in the system. Similarly, any delay in approval will be documented, promoting greater accountability and transparency at every level.
How the Process Benefits the Buyer
The new system is engineered to diminish the traditional role of deed writers. Users can now upload necessary documents directly onto the portal. After filling in the required details, they receive a standard deed draft. Once the document verification is finalized online, the buyer needs to visit the tehsil office only once for a photograph and biometric verification.
The final registry document, a PDF copy, will be delivered to the applicant's mobile phone within hours of the in-person visit. This is a major improvement from the current practice, where obtaining a physical copy of the registry can take several days.
This move by the Haryana government represents a significant step towards digitizing and streamlining a critical public service, aiming to make it faster, more accountable, and user-friendly for the citizens of Gurgaon and beyond.
