Decade-Long Struggle Ends as Nagpur Civic Body Seals Major Redevelopment Deal

In a significant boost to its non-tax revenue streams, the Nagpur Municipal Corporation (NMC) has successfully finalised a Rs 129 crore agreement for the comprehensive redevelopment of the long-neglected Sokta Bhavan in Gandhibagh. The dilapidated structure will be transformed into a state-of-the-art commercial complex complemented by a modern Citizen Facilitation Centre, marking one of the civic body's most valuable redevelopment contracts in recent years.

Project Details and Contract Award

The ambitious project has been awarded on a design-build-finance-operate-and-sale (DBFOS) basis to PrafulVed Infra Ltd, whose lump-sum offer of Rs 129 crore emerged as the highest bid. The civic administration issued the formal Letter of Acceptance on November 6, following necessary approvals from the standing committee and subsequent ratification by municipal commissioner Abhijeet Chaudhari.

As part of the agreement, the developer will pay an additional Rs 4.5 crore premium within 30 days of the effective date. The contractual obligations require the firm to submit a performance security of Rs 7 crore, establish a Special Purpose Vehicle (SPV), and execute the development agreement within specified timeframes.

Overcoming Multiple Failed Attempts

The journey to this successful deal has been arduous, with multiple failed bidding attempts in 2016, 2019, 2021, and twice during the 2024-25 period failing to attract even a single bidder. The breakthrough came only after the civic body implemented a crucial strategic decision to slash the base price by 11% - from Rs 144 crore to Rs 128 crore - following concerns that the initial valuation was too steep for potential investors.

The original conception of this project dates back to 2012-13 when former mayor Dayashankar Tiwari planned it during his tenure as standing committee chairman. Sokta Bhavan, constructed in November 2003 on the south-west corner of Gandhibagh Garden, had previously housed a library and the NMC's Gandhibagh zone office before being abandoned when both establishments were relocated.

Revised Project Scope and Development Plans

According to PrafulVed Infra chairman Praful Deshmukh, the project footprint has undergone significant modifications over the years. "The original area was 67,000 square feet. Later, after objections from local residents, it was reduced to 37,000 square feet - approximately 3,500 square meters," he explained to media representatives.

The company now envisions substantial vertical expansion to maximize the site's potential. "We are proposing three basements and a building of ground plus 16 or 17 floors. Parking represents a major concern in that area, so we aim to create maximum space. One basement will be reserved for two-wheelers - accommodating nearly 200 to 250 vehicles per floor - and the other two basements for four-wheelers. Our target capacity is approximately 1,000 two-wheelers and around 250 four-wheelers," Deshmukh elaborated.

Broader Implications for Nagpur's Urban Development

This project arrives at a critical juncture for the Nagpur Municipal Corporation, which has been grappling with declining tax collections and persistent budget deficits. The initiative forms part of a broader strategy to monetize old and underutilized municipal properties to generate sustainable revenue streams.

A senior NMC official emphasized the project's financial significance, stating, "Sokta Bhavan has represented a dead asset for years. Redeveloping it into a high-value commercial complex will generate long-term revenue apart from the Rs 129 crore upfront payment."

The redevelopment is expected to alleviate congestion in the crowded Gandhibagh wholesale market by introducing organized commercial spaces, wider corridors, and structured parking facilities. The integrated Citizen Facilitation Centre will further streamline civic service delivery for Nagpur residents.

Project Timeline and Future Prospects

Construction activities could commence shortly after completion of formalities. "If everything proceeds according to plan, we aim to start work by January. We are targeting possession of the ground and first floors by January 2027, with full possession of the building anticipated by January 2028," Deshmukh added.

With the Sokta Bhavan deal finally sealed after a decade-long struggle, municipal officials believe it could establish a replicable template for future modernization of ageing municipal properties across Nagpur, potentially unlocking significant value from underutilized civic assets throughout the city.
