The Yamuna Expressway Industrial Development Authority (YEIDA) continues to face significant challenges in acquiring land for its ambitious industrial park projects in Noida, with over 100 acres still pending acquisition across five specialized parks. This ongoing issue has resulted in substantial delays in the development and operationalization of these industrial zones, which were launched several years ago with the aim of boosting manufacturing and economic growth in the region.
Overview of the Industrial Parks Project
YEIDA is developing five distinct industrial parks across Sectors 28, 29, and 33 in Yamuna City, covering a total area of 1,036 acres. These parks are dedicated to specific sectors: handicrafts, apparel, micro, small and medium enterprises (MSME), toys, and medical devices. The project includes a total of 1,238 planned plots, of which 1,080 have been allotted to various entrepreneurs and businesses. However, the progress has been hampered by incomplete land acquisition, preventing the full development of these industrial hubs.
Current Status and Challenges
Despite the allotment of plots, only 683 lease deeds have been executed so far, indicating that a large number of allottees are still navigating the formalities related to possession, plan approval, and construction. Building plans have been approved for merely 144 plots, while construction activity is actively underway on just 44 plots across all five parks. This slow pace underscores the impact of land acquisition issues on the overall project timeline.
Detailed Progress of Each Industrial Park
Medical Devices Park
Launched in April 2022, the Medical Devices Park in Sector 28 is particularly lagging in land acquisition. Out of the total 350 acres earmarked, 188 acres are designated for industrial plots and nine acres for warehouse plots, with the remainder reserved for infrastructure and commercial use. YEIDA has recently acquired about 10 acres of the nearly 100 acres pending, and a scheme for 22 plots was launched in January. Of the 203 planned industrial plots, 101 have been allotted, possession has been taken on 49 plots, and construction has begun on 12. Notably, this park hosts the only operational unit among all five—a company manufacturing blood-related equipment.
Apparel Park
Spread over 175 acres in Sector 29 with 173 plots, the Apparel Park has seen 156 plots allotted. However, 17 plots covering 33.5 acres remain unavailable due to YEIDA's lack of possession. Lease deeds have been executed for 106 allottees, possession taken on 89 plots, and construction initiated on 15 plots.
Handicraft Park
Also located in Sector 29 and spanning 123 acres with 202 plots, the Handicraft Park has allotted 176 plots. While land for 12 plots was recently purchased and a scheme issued, 14 plots covering 4.7 acres still need acquisition. Lease deeds are executed for 96 plots, possession taken on 63, and construction started on 4.
MSME Park
The MSME Park, covering 288 acres with 506 plots, has allotted 504 plots. Yet, 2 plots linked to 2.5 acres are pending due to land acquisition issues, and 13 plots are entangled in court cases. Lease deeds have been executed for 311 plots, possession taken on 203, and construction begun on 9.
Toy Park
Planned over 100 acres in Sector 33 with 154 plots, the Toy Park has 143 allotments. Land for 4 plots has been purchased, but 7 plots covering 6.7 acres await acquisition. Possession has been taken on 76 plots, with construction started on 4.
Broader Implications and Official Statements
Across all five parks, board records reveal that schemes for approximately 125 plots are yet to be launched, primarily because YEIDA has not secured possession of the necessary land parcels. Officials emphasized during a recent board meeting that while many allottees are in the process of submitting building plans and completing formalities, expediting land acquisition is critical to moving the projects forward.
