The Jharkhand government is set to launch a state-of-the-art incubation centre by August to strengthen the regional entrepreneurship ecosystem. The proposed facility aims to support at least 100 non-IT startups within its first two years of operation.
MoU signed with XLRI
The Jharkhand Industrial Infrastructure Development Corporation (JIIDCO) on Wednesday signed a Memorandum of Understanding (MoU) with XLRI - Xavier School of Management, Jamshedpur, to oversee the creation and management of the hub. State industries department secretary Arava Rajkamal said, “The partnership with XLRI will help establish a professionally managed institutional platform to nurture startups and transform innovative ideas into scalable enterprises, thereby accelerating industrial growth and creating opportunities for the youth of the state.”
Special Purpose Vehicle framework
The incubation centre will operate under a special purpose vehicle (SPV) framework. Under the terms of the MoU, the management institute will assist the industries department in drafting the SPV framework, establishing onboarding and selection criteria, and providing long-term handholding for the incubated ventures. Detailing the roadmap, JIIDCO managing director Varun Ranjan said, “The first two-three months will be focused on conceptualisation of the SPV, including creation of a governance structure. We are aiming to get the SPV registered before August 15.”
Phased implementation
The second phase will involve structural hiring alongside the creation of Standard Operating Procedures (SOPs), leading into the final stage of startup enrolment. “We are hoping to start the selection process by September,” he added. The departmental mandate targets the intake of 100 startups during the initial two-year window, with plans to scale operations progressively.
Comprehensive support for startups
Enrolled enterprises will receive comprehensive support, including mentorship, entrepreneurship training, investor networking, market access, and seed funding. “The incubation centre will be focused on generic non-IT startups for sectors falling in the purview of the industries department,” Ranjan added. The core focus areas will span manufacturing, mining technology, forest-based products, agri-business, logistics, clean energy, and the circular economy.
Joint venture and infrastructure
The SPV will be a joint equity venture between JIIDCO, the Jharkhand Industrial Area Development Authority (JIADA), and XLRI. To facilitate physical operations, JIADA will spearhead the development of dedicated co-working spaces for the incoming cohorts. Additionally, the partnership with XLRI mandates a comprehensive scoping study of Jharkhand's forest-based and circular economy sectors to map commercial potential and evaluate outward market demand.
Forest-based and circular economy study
The principal secretary of the department of forest, environment and climate change, Aboobacker Siddique, said, “The proposed study would help identify new avenues for value addition and entrepreneurship based on non-timber forest produce, agro-processing, recycling, and waste-to-wealth initiatives.”
