Goa Cabinet Greenlights Pioneering State Library Policy
The Goa cabinet has made a landmark decision by approving the state's first-ever comprehensive library policy. This significant move, announced on Wednesday, establishes a structured framework for the development and modernization of libraries across Goa for the next decade.
A Decade-Long Vision for Literacy and Access
Chief Minister Pramod Sawant detailed that the newly approved policy will span a duration of 10 years. Its scope is extensive, covering all state-run libraries as well as those operated by schools and private institutions. "Under the directorate of art and culture, there are various libraries operating in panchayat areas, at the taluka and the district level. Our aim is to increase the reading habit among people," stated Sawant.
He emphasized that a key component of this initiative is to make competitive exam study material books readily available at these libraries, thereby supporting students and aspirants in their educational and career pursuits.
Modernization and Skill Enhancement Initiatives
The policy outlines a robust plan for upgrading library infrastructure and staff capabilities. Skills of librarians will be upgraded from time to time through specialized training programs. These programs will include training to promote the concept of e-libraries, ensuring that librarians are equipped to handle digital resources and modern library management systems.
"The librarians had various issues which will be resolved. In many areas, private institutions are running libraries. These will also be covered by the policy," added the Chief Minister. He revealed that the conversion process to e-libraries is already underway, with 90 libraries targeted for transformation. Approximately 10 to 12 libraries have already been successfully converted into e-libraries, marking significant progress in this digital shift.
Comprehensive Coverage and Historical Context
The policy's benefits will extend to a wide range of educational institutions. "Schools, colleges, universities, technical institutions are also present under various educational institutions. We will extend benefits of training for upgradation of skills of librarians to them too, as this policy is a special programme," explained Sawant.
This new policy serves as a crucial update to the Goa Library Act, which was originally framed in 1993. The Chief Minister highlighted that the act required modernization to address contemporary needs, and this policy effectively brings about that necessary update.
Community Engagement and Future Prospects
Sawant acknowledged the efforts of many individuals, particularly Nandkumar Kamat, who were instrumental in advocating for this policy. He also announced plans to promote innovative concepts like "library on wheels" to enhance accessibility.
"We have almost one library in every panchayat. If anyone does not have one yet, they can approach the directorate of art and culture," said the CM, encouraging community participation and ensuring that no area is left without library facilities.
This comprehensive policy represents a forward-thinking approach to fostering a culture of reading, supporting education, and leveraging technology for public benefit throughout Goa.
