Odisha Cabinet Approves Historic Reservation Increase for Marginalized Students
In a landmark decision aimed at empowering students from marginalized communities, the Odisha cabinet has approved a significant increase in reservation quotas for medical and technical educational institutions. The move, which received cabinet approval on Saturday, marks a historic step toward educational equity in the state.
Details of the Reservation Enhancement
According to the cabinet decision, students belonging to the Socially and Educationally Backward Classes (SEBCs) will now receive 11.25% reservation in medical and technical educational institutions for the first time ever. This represents a groundbreaking inclusion of SEBC students in professional education quotas.
Additionally, the reservation for Scheduled Tribes (ST) students has been substantially increased from 12% to 22.50%, while the quota for Scheduled Castes (SC) has been raised from 8% to 16.25%. These enhanced quotas apply specifically to medical, engineering, and other allied technical education streams across the state.
Political Leadership Applauds the Decision
Union Education Minister Dharmendra Pradhan, speaking on Sunday, described the cabinet decision as "a historic step toward empowering talented youth from marginalized sections of society." He expressed gratitude to Prime Minister Narendra Modi and Chief Minister Mohan Charan Majhi for approving what he called a "long-pending demand" that would help meritorious students from economically weaker families realize their dreams of pursuing professional courses.
Pradhan emphasized that "the decision reflects the government's commitment to the principle of 'Sabka Saath, Sabka Vikas' and the goal of 'antyodaya', aimed at uplifting the last person in society." He also extended thanks to Deputy CM and Agriculture Minister K V Singh Deo, SC & ST Development Minister Nityananda Gond, Health Minister Mukesh Mahaling, Higher Education Minister Suryabanshi Suraj, and Technical Education Minister Sampad Swain for their roles in the decision-making process.
Background and Previous Efforts
The Union minister had been advocating for these changes through multiple communications with state leadership. Pradhan had written to Chief Minister Majhi on several occasions, most recently on August 6, 2025, and April 17, 2025, urging the implementation of reservation for SEBC students and enhancement of quotas for SC and ST categories in professional education.
Similar requests were also made between 2019 and 2020 to the then Chief Minister Naveen Patnaik, indicating a sustained effort spanning multiple administrations to address educational disparities through reservation policies.
Progressive Implementation of Reservation Policies
This latest decision builds upon previous reservation enhancements approved by the state cabinet. On May 14, 2025, the cabinet had already approved 11.25% reservation for SEBC students in higher and higher secondary education. The current decision extends this benefit to professional and technical education, creating a more comprehensive framework for educational access across different academic levels.
The expanded reservation framework represents a significant policy shift that could potentially transform the educational landscape for thousands of students from marginalized communities across Odisha. By increasing access to medical and technical education, the government aims to create more equitable opportunities for professional advancement and career development among historically disadvantaged groups.
