In a significant development for Odisha's academic landscape, Governor Hari Babu Kambhampati on Monday appointed vice-chancellors to 14 public universities across the state. This move comes more than a year after the government introduced the Odisha University (Amendment) Act, 2024, and represents a crucial step toward stabilizing higher education administration after prolonged vacancies.

Comprehensive Leadership Appointments Announced

Governor Kambhampati, who serves as chancellor of universities in Odisha, made the following key appointments:

  • Chandi Prasad Nanda as Vice-Chancellor of Utkal University
  • Arka Kumar Das Mahapatra as head of Ravenshaw University
  • Santosh Kumar Tripathy continuing for a second term at Fakir Mohan University, having first assumed office in 2021

Additional appointments include Sanjay Kumar Patro to DD University, Byomkesh Tripathy to Gangadhar Meher University, Asima Sahu to Khallikote Unitary University, Pawan Kumar Agarwal to Maa Manikeshwari University, Sibaram Tripathy to Madhusudan Law University, Mahendra Kumar Mohanty to Maharaja Sriram Chandra Bhanjadeo University, Bibhuti Bhusan Mallik to Rajendra University, Jyotsna KB Rout to Ramadevi Women's University, Prabhat Kumar Mohapatra to Jagannath Sanskrit University, Hrushikesh Senapathy to Vikram Dev University, and Satyanarayan Acharya to Odia University.

Background of Vacancies and Legal Challenges

The state's 17 public universities under the department of higher education had experienced prolonged vacancies in vice-chancellor positions following the previous Biju Janata Dal government's amendment to the Odisha Universities Act, 1989. The Odisha Universities (Amendment) Act, 2020, which was opposed by the University Grants Commission (UGC), was subsequently stayed by the Supreme Court in 2022 for violating UGC norms regarding vice-chancellor appointments.

This legal intervention created a complete halt in VC appointments across public universities. During this period, some vice-chancellors received three to four extensions, while other institutions were managed by senior-most faculty members serving as in-charge VCs.

Path to Resolution Through New Legislation

Following the chancellor's approval of the Odisha University (Amendment) Act, 2024, in April last year, the higher education department initiated the process to fill vacancies. Applications were invited for 13 universities, with sources indicating that an additional vacancy emerged in recent months, bringing the total to 14 universities where appointments have now been finalized.

Broader Faculty Recruitment Plans

Higher Education Minister Suryabanshi Suraj has announced that steps are underway to address faculty shortages across Odisha's universities. The government plans to appoint assistant professors, associate professors, and professors before July to fill approximately 1,400 vacant faculty positions, signaling a comprehensive approach to strengthening the state's higher education infrastructure.

This series of appointments marks a turning point for Odisha's public universities, providing stable leadership after years of uncertainty and legal challenges.
