Bihar Chief Secretary Directs Expedited Action for 19 Proposed Kendriya Vidyalayas
In a significant move to bolster educational infrastructure, Bihar Chief Secretary Pratyaya Amrit has issued a directive to departmental secretaries and district magistrates to accelerate all pending formalities for the establishment of 19 proposed Kendriya Vidyalayas across the state. This instruction follows a comprehensive status report released by the Kendriya Vidyalaya Sangathan, Patna division, which outlines the current progress and hurdles in setting up these central schools.
Status Report Reveals Land and Approval Challenges
The detailed report highlights several critical areas requiring immediate attention, including land identification, pending No Objection Certificates (NOCs), land transfer processes, encroachment removal, approach road construction, and the condition of temporary buildings arranged for the schools. According to the findings, suitable land has been identified at multiple locations, but approvals from concerned departments are still pending, causing delays.
Key locations with pending approvals include:
- Bhagalpur town, where NOC from the health department is awaited.
- Kaimur, Jhanjharpur, and Munger Town, awaiting approvals from the agriculture department.
- Rampatti in Madhubani, pending NOC from the animal and fisheries resources department.
- Bela Industrial Area in Muzaffarpur, where Biada approval is needed.
- Walmi in Patna, with departmental NOC still pending.
Additionally, suitable land has been identified in Gaya, Katihar, and Darbhanga near AIIMS, while in Madhepura, the land transfer process is currently in progress. In Bhojpur’s Ara town, the selected land is deemed suitable but requires the construction of an approach road. In Purnia, the identified land is suitable, but encroachments must be removed before any further action can be taken.
Alternative Sites and Administrative Steps
The report also notes that alternative suitable land has been identified in Sheikhpura, Sitamarhi, and Nalanda. In Arwal and Patna’s Digha area, the administration is actively taking steps related to land availability and temporary building arrangements to facilitate the establishment of these schools.
Chief Secretary’s Directives for Swift Resolution
Taking serious note of these pending issues, Chief Secretary Pratyaya Amrit has ordered all concerned departments to issue NOCs for the proposed school sites without any delay. District magistrates have been specifically instructed to prioritize the removal of encroachments, ensure the construction of required access roads, and complete land transfer and lease deed formalities on an urgent basis.
Furthermore, the chief secretary reviewed the condition of temporary buildings identified for starting academic activities. In most districts, buildings provided by the state government, including high schools, colleges, and hostels, were found suitable for temporary use but in need of repairs. He directed that repair and maintenance work on these temporary structures should begin immediately to ensure that infrastructure and administrative preparations are completed swiftly for the commencement of classes in the proposed Kendriya Vidyalayas.
This initiative aims to enhance educational opportunities and infrastructure in Bihar, addressing long-standing gaps in the availability of quality central schools across various regions.
