Major Fake Caste Certificate Scam Rocks Maharashtra's Top Engineering Institutes
A widespread fake caste certificate racket has sent shockwaves through Maharashtra's higher education system, with admissions at several premier engineering colleges now under intense scrutiny. The scandal first emerged at Govindrao Wanjari College of Engineering and Technology in Nagpur Rural's Salai Godhani area, but investigators believe the fraud extends much further across the state.
Multiple Institutions Under Investigation
According to senior police officials, admissions at a top college in Pimpri-Chinchwad, Pune, and another premier engineering institute in Nagpur have already come under the scanner. The scale of the fraud appears substantial, with authorities suggesting a Special Investigation Team (SIT) might be constituted as more arrests are made.
The racket has raised serious concerns about the integrity of quota-based admissions throughout Maharashtra, with top sources warning it could open a Pandora's box as investigations gain momentum. The implications extend beyond individual institutions to question the entire reservation system's implementation in technical education.
Police Investigation Intensifies
Nagpur Rural SP Harssh A Poddar confirmed that his investigation team has approached the caste verification department's vigilance wing to obtain relevant records and documents. This collaboration will help determine the probe's direction and scope.
"Rural police have formed a dedicated team comprising Pachgaon police personnel and the local crime branch to make arrests," stated Poddar. The police action follows the registration of a case on March 28 against eleven individuals, including three assistant professors from the affected college: Amol Ghode (34), Mohan Karambhe (45), and Shubham Khorgade (41).
Key Agents and Their Elusive Network
The investigation has identified several agents as prime targets, particularly three brokers who were instrumental in preparing the fraudulent caste certificates. While three remain on the run, one agent reportedly died in an accident approximately a month ago.
Sources within the investigation team emphasize that these three brokers hold crucial information about how the fake certificates were prepared and where they were utilized. "A significant delay in inquiries before the FIR was registered unfortunately alerted the accused, who have now gone underground," explained an official involved in the case.
The accused agents—Nandu Dudhpachare, Ganesh Shende, Rahul Yadav (alias Rahul Anand), and Vivek Singh—allegedly colluded to forge backward class caste certificates and validity documents. These fraudulent papers enabled ineligible students to secure engineering seats through the Maharashtra State CET Cell's admission process.
Well-Organized Fraud Operation
Police sources have identified Yadav and Singh as key operatives who allegedly collected money from aspiring students in exchange for arranging the bogus documents. The investigation points to a sophisticated, well-organized network where elusive agents systematically prepared fake caste certificates.
These middlemen reportedly procured or fabricated documents from various tehsils and manipulated official records. Investigators believe they hold critical information about the scam's full extent, including which institutions received students with forged credentials and how many admissions were fraudulently obtained.
Scam Discovery and Broader Implications
The fraudulent activities surfaced following complaints and directives from authorities in December 2025 and March 2026. This prompted a vigilance probe by both the state CET Cell and the police vigilance team from the caste verification department.
Officials now suspect similar irregularities may have occurred at numerous other educational institutions across the region. Forged certificates appear to have facilitated admissions at multiple top engineering and professional colleges, suggesting the problem might be more widespread than initially apparent.
The role of these elusive agents, operating as middlemen with alleged connections to certificate-issuing authorities, involved charging hefty commissions while supplying fake caste validity certificates and supporting documents.

Police are intensifying efforts to trace and arrest these key operators, whose revelations could potentially bust the entire supply chain and identify beneficiary students across various institutes. The agents could also lead investigation teams to the specific institutions where the fraudulent certificates were utilized.
