India Launches Ambitious Nationwide Drive to Enroll Out-of-School Children
The Union Education Ministry is set to launch a comprehensive nationwide drive to identify and enroll out-of-school and dropout children across India. This initiative will be spearheaded by the National Institute of Open Schooling (NIOS) as part of a broader effort to achieve a 100% gross enrollment ratio (GER) from pre-school to secondary level by the year 2030.
Alarming Statistics Highlight the Scale of the Challenge
Recent data from the Periodic Labour Force Survey (PLFS) 2023-24 reveals a stark reality: nearly 2 crore children in the 14-18 age group are currently not attending any educational institution. Further compounding the issue, approximately 11% of children in Classes III to VIII remain out of school, while over 50 lakh students fail their board examinations each year. These figures underscore the urgent need for targeted intervention.
Leveraging Open Schooling to Bridge the Gap
Officials from the Department of School Education and Literacy have confirmed that open schooling will be the primary mechanism to reintegrate these children into the education system. This approach is particularly aimed at those unable to attend regular schools due to economic constraints, social barriers, or geographical isolation. NIOS offers a flexible framework that includes adaptable admissions, multiple examination attempts, on-demand testing, and vocational courses, with certifications recognized as equivalent to other educational boards.
Strategic Implementation Through "NIOS Mitra" and Expanded Networks
The ministry will collaborate closely with states and union territories to identify out-of-school children using detailed district-level survey data. A dedicated program titled "NIOS Mitra" will be introduced to support this massive enrollment drive. Under this program, trained facilitators will be deployed to:
- Identify children who are out of school.
- Counsel their families on the importance of education.
- Assist with the enrollment process and provide ongoing academic guidance.
The focus will be squarely on marginalized and disadvantaged groups to ensure inclusivity.
To enhance accessibility, the ministry plans to significantly expand the network of NIOS centers. Currently, NIOS operates over 10,800 study and examination centers nationwide. The government's goal is to establish at least one center in every block across the country. Existing educational institutions, including PM SHRI schools, Kendriya Vidyalayas, Navodaya Vidyalayas, and government senior secondary schools, will be utilized as NIOS centers to facilitate enrollment and examination processes.
