Karnataka's DPUE to Issue II PU Mark Sheets via DigiLocker, Sparks Foreign University Concerns
Karnataka DPUE's DigiLocker Mark Sheets Worry Foreign University Applicants

Karnataka's DPUE Moves to Digital-Only II PU Mark Sheets via DigiLocker

The Department of Pre-University Education (DPUE) in Karnataka has announced a significant shift towards digitalization, planning to issue II Pre-University (PU) mark sheets exclusively through the DigiLocker platform starting from the next academic year. This move aims to streamline document management and reduce paper usage, aligning with broader digital governance initiatives under the Digital India campaign.

Concerns Over Foreign University Admissions

However, this transition has sparked concerns among students and parents, particularly those applying to foreign universities. Many overseas institutions still mandate physical copies of academic documents for admission processes. Parents fear that relying solely on digital mark sheets could lead to delays or even rejections, citing past instances where undergraduate admissions were temporarily halted until physical documents were submitted after the introduction of digital mark sheets.

A representative from an overseas education agency highlighted that while some foreign universities accept digital mark sheets, a substantial number continue to insist on original hard copies. This discrepancy has prompted calls for clarity and flexibility from the DPUE to ensure students' applications are not jeopardized.

Official Responses and Assurances

In response to these concerns, Bharath S, the director of the Department of Pre-University Education, stated that provisions will be made to issue physical mark sheets in special cases, including for foreign admissions. This assurance aims to alleviate fears and provide a safety net for students navigating international application requirements.

V Rashmi Mahesh, the principal secretary of the Department of School Education and Literacy, emphasized the legal validity of DigiLocker documents under the Information Technology Act. She noted that these digital mark sheets come with e-verification features, which are widely accepted by universities and employers, enhancing their credibility and ease of use.

Transitional Measures and Current Policies

According to a recent department order, physical mark sheets will continue to be issued to students who passed the second PUC examination in the current academic year (2025-26). This transitional measure is designed to support the gradual shift towards a digital-only system, ensuring that no student is disadvantaged during the initial phase of implementation.

The DPUE's initiative reflects a growing trend in education technology, where digital platforms like DigiLocker are being leveraged to improve efficiency and accessibility. However, the concerns raised underscore the need for balanced approaches that consider diverse requirements, especially in global academic contexts.

Parents have urged the department to maintain clear communication and ensure that hard copies remain available where necessary, particularly for students pursuing higher education abroad. As the digital transformation progresses, ongoing dialogue between educational authorities, students, and international institutions will be crucial to address these challenges effectively.
