Lucknow District Magistrate Enforces Strict Rules Against School Fee and Purchase Violations
In a significant move to protect students and parents from unfair practices, the Lucknow District Magistrate (DM) has issued a firm directive prohibiting schools from forcing students to purchase books or uniforms from specific shops. Additionally, schools are strictly barred from charging any fees beyond the officially approved structure, ensuring compliance with state regulations.
District Fee Regulatory Committee Takes Action
The decision was made during a crucial meeting of the district fee regulatory committee held on Thursday, led by Lucknow DM Vishakh G. The committee focused on robust implementation of the Uttar Pradesh Self-Financed Schools (Fee Regulation) Act, 2018, along with its 2020 amendment. This legislation is designed to enforce fee transparency and safeguard the rights of students across the district.
Under section 8 of the Act, the District Magistrate heads the committee, which is responsible for examining proposals for fee increases, addressing complaints from parents, verifying adherence to prescribed standards, and recommending corrective measures in cases of irregularities. This legal framework empowers the administration to take decisive action against non-compliant institutions.
Designation of Nodal Officers and Enhanced Monitoring
To streamline the grievance redressal process, ADM (Civil Supplies) Jyoti Gautam and the district inspector of schools have been appointed as nodal officers specifically for fee-related complaints. Parents are encouraged to contact these officers for assistance with any issues regarding school fees or forced purchases, as confirmed by officials.
In a bid to strengthen oversight, the district administration has formed joint inspection teams comprising Sub-Divisional Magistrates (SDMs), Additional City Magistrates (ACMs), and principals of government secondary schools. DM Vishakh G directed these officials to conduct coordinated inspections with the education department and submit timely reports based on complaints received within their respective jurisdictions.
Emphasis on Transparency and Strict Warnings
A major focus of the meeting was on ensuring complete transparency in school fee structures. The DM instructed all schools to display detailed fee information prominently on their websites and notice boards. Schools have been categorically warned that charging any amount beyond the approved fee or imposing capitation fees is strictly prohibited and will face severe consequences.
Furthermore, every fee payment must be supported by a proper receipt, and the full fee structure must be submitted to the District Inspector of Schools (DIOS) office. These measures aim to eliminate hidden charges and provide parents with clear, accessible information about school expenses.
This crackdown comes in response to numerous complaints from parents regarding coercive practices and unauthorized fee hikes, highlighting the administration's commitment to upholding educational standards and protecting consumer rights in Lucknow's school system.
