Noida Education Department Issues Strict Guidelines for Private School Fee Hikes

The Gautam Budh Nagar education department has released a comprehensive new directive targeting all private schools within Noida, mandating strict adherence to annual fee increase regulations for the forthcoming academic year. This decisive action follows a surge of complaints from parents regarding arbitrary fee escalations and compulsory purchases of school supplies from specific vendors.

Addressing Parental Grievances and Ensuring Transparency

Officials confirmed to The Times of India that numerous grievances have been lodged by parents, alleging sudden and unjustified hikes in annual fees. Additionally, many schools have been accused of forcing families to acquire books, uniforms, and stationery exclusively from designated shops, a practice now explicitly prohibited.

The official order unequivocally states, “no school can compel parents” to purchase any educational materials, including books, uniforms, shoes, socks, or stationery, from a particular vendor. This measure aims to eliminate monopolistic practices and provide parents with greater choice and financial flexibility.

Detailed Fee Hike and Structure Regulations

According to the directive, schools are permitted to revise annual fees for existing students based solely on the average increase in teachers’ salaries from the previous year. Crucially, any such hike cannot exceed 5% of the current fee, a cap aligned with the Consumer Price Index to ensure affordability and fairness.

District Inspector of Schools Rajesh Kumar emphasized, “The direction aims to ensure transparency in fee structures and protect parents from unregulated fee demands ahead of the new academic session.” He further advised that parents with complaints should contact the district school education department or the District Fee Regulatory Committee (DFRC) for prompt review and resolution.

Mandatory Fee Disclosure and Uniform Policy

Schools are now required to provide parents, at the time of admission, with a complete fee structure up to Class XII for that academic year. This document will serve as the foundational basis for calculating any future fee revisions, promoting long-term financial planning for families.

Additionally, institutions must submit a detailed fee structure to the appropriate authority before the academic session begins and publish it on their website and notice board at least 60 days prior to the commencement of admissions. The fee notice must clearly specify payment frequencies—whether monthly, quarterly, or half-yearly—and schools are barred from insisting on annual lump-sum payments.

Regarding uniforms, schools are instructed not to alter uniform designs within five consecutive academic years unless the DFRC grants approval based on proper justification, preventing unnecessary financial burdens on parents.

Legal Framework and Penalties for Non-Compliance

These regulations are enforced under the provisions of the Uttar Pradesh Self-Financed Independent Schools (Fee Regulation) Act, 2018. The order clarifies that schools can only charge defined fee components, including:

  • Registration fee
  • Admission fee
  • Examination fee
  • A single annual recurring fee

Optional charges are permissible solely for services such as transport, boarding, mess facilities, educational visits, or other voluntary activities. Security or caution money must be fully refundable, capped at 50% of the annual fees, and returned within 30 days of issuing a transfer certificate.

Schools are explicitly warned against charging capitation fees or collecting any amounts beyond the notified fee during the academic session without prior approval. Furthermore, receipts must be issued for every payment collected from students to ensure accountability.

Enforcement and Consequences for Violations

The District Fee Regulatory Committee is empowered to address complaints from parents regarding fee-related issues. Violations of these rules may result in significant penalties, including:

  2. A fine of Rs 5 lakh for the second offence
  3. Potential withdrawal of recognition in cases of repeated violations
