Rajasthan Teachers Urge Chief Minister for Prompt E-Voucher Scheme Implementation

Government school teachers in Rajasthan have formally written to Chief Minister Bhajan Lal Sharma, pressing for the timely and effective execution of e-voucher schemes that were announced in the state budget. The educators have raised serious concerns about poor implementation, which they claim is causing significant disruptions in schools across the state.

E-Voucher System Aims to Streamline Fund Distribution

The e-voucher system was introduced with the primary objective of eliminating delays traditionally associated with tender processes. It is designed to facilitate the direct transfer of funds to students under various government welfare schemes. This innovative approach was intended to ensure that benefits such as tablets, laptops, bicycles, agricultural tools, and assistive devices for persons with special needs reach recipients efficiently and without bureaucratic hurdles.

Implementation Challenges and Classroom Impact

Despite the promising framework, teachers report that the implementation has been weak and fraught with complications. Key issues include persistent delays in the distribution of benefits and cumbersome procurement procedures. These problems have had a tangible impact on the learning environment, with some classrooms being repurposed as storage spaces for bicycles and other items, rather than functioning as dedicated areas for education.

Vipin Prakash Sharma, president of the Rajasthan Primary and Secondary Teachers Association, provided a specific example of the inefficiencies. "Girls enrolling in Class 9 often do not receive their bicycles even by the end of the academic session," he stated. "This not only deprives them of a crucial benefit but also places an additional burden on teachers, who are tasked with ensuring the security of these undistributed items."

Budget Announcements and the E-RUPI Mechanism

The e-voucher initiative was prominently featured in the state budgets for both 2022-23 and 2026-27. The government announced that the delivery of various student benefits would be managed through the E-RUPI mechanism, a digital voucher system aimed at enhancing transparency and efficiency. However, the gap between policy announcement and on-ground execution has become a point of contention for educators.

Teachers argue that without swift corrective measures, the very purpose of the e-voucher scheme—to support students and streamline administrative processes—is being undermined. They are calling for immediate action from the state administration to address the logistical and procedural bottlenecks, ensuring that classrooms can return to their primary role as centers of learning and development.
