Ranchi Administration Implements Strict Fee Regulations for Private Schools
The Ranchi district administration has taken decisive action to regulate private school fees, establishing clear guidelines to protect parents from arbitrary financial burdens. In its inaugural meeting on Monday, the newly formed district fee regulation committee outlined comprehensive norms governing fee hikes, transparency requirements, and grievance redressal mechanisms.
Strict Cap on Fee Increases
Private schools in Ranchi will now face a strict 10% cap on annual fee increases, with any proposed hikes exceeding this limit requiring explicit approval from the regulatory committee. This measure directly addresses longstanding concerns about unchecked fee practices that have placed undue financial pressure on families across the district.
"Fee hike can only be done as per provisions of the Act. There is a clear cap of 10%, and any deviation will invite scrutiny," emphasized District Education Superintendent Badal Raj during the committee meeting. "Reference or additional books cannot be made compulsory, and schools must follow prescribed norms."
Enhanced Transparency Requirements
The administration has implemented mandatory transparency measures requiring all private schools to publicly disclose detailed fee structures covering tuition, textbooks, transportation, and uniforms. Schools must now form internal fee committees and parent-teacher associations (PTAs), with all related information prominently displayed on official websites and physical notice boards.
Additionally, schools have been directed to submit comprehensive class-wise fee details for the previous three academic sessions along with proposed structures for the 2026-27 academic year. This historical data will enable the committee to identify patterns of excessive increases and ensure compliance with the new regulations.
Specific Regulations on Uniforms and Transportation
Uniform policies have been significantly tightened, with schools now prohibited from implementing frequent uniform changes or forcing parents to purchase materials from specific vendors. Transportation charges will fall under the overall fee regulation framework, while safety standards for school buses must be strictly maintained and regularly verified.
In a crucial protection for students, the committee explicitly stated that no student can be barred from examinations due to outstanding fee payments, nor can schools charge additional fees during examination periods.
Grievance Redressal and Enforcement Mechanisms

The meeting was conducted under provisions of the Jharkhand Education Tribunal (Amendment) Act, 2017, with participation from administrative officials, school representatives, and parent members.
