BHU Takes Strict Action, Cancels PhD Registration Over Sexual Hararassment Allegations

In a decisive move, the Banaras Hindu University (BHU) in Varanasi has cancelled the PhD registration of a research scholar after charges of sexual harassment were substantiated against him. The order, issued on January 30 by Ranjit Shandilya, the deputy registrar of the registrar's office (Academic), mandates immediate cancellation of his registration.

Immediate Consequences and University's Stance

According to the official order, the scholar's PhD registration stands cancelled with immediate effect. Furthermore, he has been debarred from seeking admission to any course offered by BHU in the future. This action underscores the university's zero-tolerance policy towards misconduct.

The complaint, which involved the scholar from the Faculty of Education, was thoroughly examined by the university's internal committee. This process was conducted in strict adherence to the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.

Appeal and Legal Confidentiality Upheld

On October 10, 2025, the scholar submitted an appeal requesting a copy of the enquiry proceedings and evidence. However, the university firmly declined this request, citing Section 16 of the Act, which protects such information from disclosure to maintain confidentiality.

The order referenced settled legal positions established by the Delhi High Court and the Bombay High Court. These rulings mandate strict confidentiality of proceedings and records in sexual harassment cases to protect the privacy and dignity of all parties involved.

Apology and Final Decision

Subsequently, on October 15, 2025, the scholar sought reconsideration of his case. He adopted a sympathetic and corrective approach, submitting an unconditional apology to his teachers, the head and dean of the faculty, and his colleagues for any words or actions deemed inappropriate.

After a comprehensive review of all relevant facts, records, and submissions, the BHU authorities affirmed the findings of the internal committee. The university implemented the committee's recommendations, leading to the final decision to cancel the registration, emphasizing its commitment to upholding ethical standards and a safe academic environment.
