Ahead of the prestigious International Film Festival of India (IFFI), the North Goa district administration has imposed significant restrictions on public gatherings in the state capital to ensure the event proceeds smoothly and safely.
Security Order for IFFI 2024
North Goa District Magistrate Ankit Yadav has officially prohibited the assembly or gathering of more than four individuals within Panaji and at all IFFI venues. This decisive order will be in effect for the entire duration of the festival, which is scheduled to run from November 20 to November 28.
The magistrate invoked Section 163 of the Bharatiya Nagarik Suraksha Sanhita to enact these measures. The primary objective is to safeguard public peace and order during the high-profile international event, which attracts thousands of visitors, filmmakers, and delegates from around the world.
Intelligence Inputs Prompt Preemptive Action
The need for these stringent measures was highlighted by specific intelligence inputs provided by the Superintendent of Police for North Goa. The inputs indicated a strong possibility that supporters of various organisations might attempt to hold demonstrations, agitations, and morchas during the film festival.
These potential gatherings were identified within the jurisdictions of the Panaji and Agacaim police stations. District Magistrate Yadav stated that such assemblies have the potential to disrupt public peace and tranquillity, making immediate preventive measures necessary.
Comprehensive List of Prohibitions
The official directive outlines a clear set of rules to maintain a secure environment. The key prohibitions include:
- A complete ban on organising any processions.
- Prohibition on carrying firearms or any offensive weapons such as lathis, swords, daggers, and spears.
- Restrictions on the use of loudspeakers and the shouting of slogans.
- A ban on burning firecrackers, especially near petrol pumps or within a 500-metre radius of the festival venues.
Yadav emphasized that these steps are vital to maintain a safe and orderly environment for both residents of Goa and the multitude of visitors attending the festival.
Exemptions to the Rule
The district magistrate's order also specifies certain exemptions. The restrictions will not apply to public servants who are on official duty. Furthermore, traditional and essential gatherings such as marriage and funeral processions are exempt from this ban.
Additionally, for other genuine occasions that require a gathering of more than four people, prior written permission can be sought from the District Magistrate or other authorised officers. This provision allows for necessary flexibility while keeping overall security as the top priority.
With these measures in place, the district administration aims to host a successful and incident-free International Film Festival of India, ensuring that the focus remains on cinema and cultural exchange.
