Goa Extends Beach Shack Policy by One Year, Licences Till 2025

The Goa tourism department has officially extended the Beach Shack Policy by one year, enabling existing operators to renew their licences for a fourth consecutive tourism season. Tourism Minister Rohan Khaunte confirmed that all renewals will be completed by August 15, giving operators ample time to prepare for the upcoming season.

Policy Extension Details

This decision follows extensive consultations with shack operators after the policy completed its initial three-year term. Khaunte stated, "The government, along with the shack operators, has decided to extend the current policy for one year on the same terms and conditions." This extension provides stability and continuity for the beach shack industry, which is a vital component of Goa's tourism sector.

Operational Guidelines

Beach shacks will be permitted to operate until June 10, subject to favourable weather conditions and strict adherence to safety norms. After this date, all structures must be dismantled. The policy ensures that operations are environmentally responsible and compliant with coastal regulations.

Drone Surveillance to Combat Illegal Activities

Addressing concerns over illegal activities along the coastline, Minister Khaunte announced plans to introduce drone surveillance through the Beach Vigil App. This system will monitor various issues including beach garbage, touts, encroachments, safety hazards, and other violations across Goa's coastline. Relevant departments have been directed to take prompt action based on the surveillance data.

Industry Response

Shack operators have welcomed the extension and the proposed surveillance measures. Cruz Cardozo, President of the Shack Owners Welfare Association, remarked, "It is encouraging that the tourism minister has recognised shack operators as a backbone of the tourism industry." He expressed hope that the new monitoring system would improve enforcement and overall beach management.

Digital Nomad Hubs Planned

Khaunte also outlined plans to develop select beach stretches as hubs for digital nomads by providing high-speed internet connectivity and remote-working infrastructure. He explained, "Certain beach belts can be equipped with high-speed internet, allowing visitors to work remotely while benefiting shack operators and water sports businesses. Within CRZ norms, shacks can also provide work pods on the beach." This initiative aims to attract a new segment of tourists and boost local businesses.

Ongoing Challenges

Cardozo highlighted persistent issues such as unauthorised hawkers and erratic garbage management that still need to be addressed. He called for greater self-regulation within the sector, particularly on issues like loud music and the subletting of shacks to non-Goans. The proposed surveillance mechanism is seen as a step toward better enforcement and beach management.
