Nagpur's Rural Lakes Poised for Transformation into Curated Boutique Retreats

The serene lakes and village ponds scattered across Vidarbha's countryside are on the brink of a remarkable transformation. The government is now offering substantial financial assistance of up to ₹50 lakh to landowners who are willing to develop small, curated rural getaways around existing water bodies. This innovative initiative is being implemented through the Pradhan Mantri Matsya Sampata Yojana (PMMSY), which was originally introduced in 2021, creating a unique blend of tourism promotion with fisheries-led development.

Simple, Sustainable Concept Focused on Exclusivity

According to officials familiar with the scheme, the core concept emphasizes simplicity and environmental sensitivity. Instead of noisy motorcraft disturbing the tranquil waters, the focus will be on peaceful row boating across still lakes. Designated recreational fishing zones will allow visitors to engage with the aquatic environment, while landscaped campsites and small cottages with basic kitchen facilities will cater to intimate group stays.

The guiding principles are exclusivity, sustainability, and minimal environmental impact. Already, three to four such projects are taking shape in different parts of rural Nagpur, pioneering a new model of boutique rural hospitality that contrasts sharply with crowded commercial resorts.

Unlocking Commercial Potential and Generating Employment

Officials believe this initiative represents a significant opportunity to unlock the commercial potential of privately-owned water bodies that have previously been underutilized. Beyond creating attractive destinations for urban residents seeking alternatives to conventional tourism, the scheme is expected to generate substantial local employment opportunities in construction, hospitality, and maintenance roles.

Assistant Commissioner of Fisheries, Shubham Komrewar, explained to TOI why this initiative could prove transformative: "This is a very lucrative scheme that allows landowners to convert unused land into a steady source of income. Since these are basic rural getaways rather than fancy resorts, their maintenance costs remain relatively low, making them financially sustainable in the long term."

Model Project at Dudhala Khurd Showcases the Vision

One exemplary model is currently being developed at Dudhala Khurd in Saoner, Nagpur district. Nestled amid green hills and shaded by mature trees, this site centers around a serene lake that provides the perfect tranquil setting for families, student groups, and small tourist parties seeking peaceful retreats.

The project, which was sanctioned in 2024, will feature non-motorized boats for gentle exploration of the water. For overnight stays, compact guest lodges and cottages are being constructed to provide comfortable accommodation without compromising the natural ambiance.

Interactive Fisheries Dimension Enhances Visitor Experience

Beyond basic accommodation and boating, beneficiaries can develop large aquariums of up to 2,000 liters capacity. These aquatic displays will allow visitors to view ornamental fish species including Goldfish, Angelfish, and Koi, adding an engaging and educational fisheries dimension to the overall experience.

The comprehensive layout further includes designated tent and picnic areas, with two tents already installed near a large tree to provide shaded dining spaces. A 1.5-meter-deep cement pond adjacent to the main lake has been earmarked for future aquascaping projects, while a modest stage will host cultural and social events, enabling small gatherings and community programs that integrate local traditions with tourism.

This multifaceted approach ensures that these rural retreats offer diverse attractions while maintaining their environmental integrity and supporting local economic development through sustainable tourism practices.
