Bhubaneswar: Seeking a more personalized and flexible way to experience the diverse landscapes of Odisha? The state government has officially launched caravan tourism, a niche travel segment designed to offer greater freedom, privacy, and control over your itinerary. This innovative initiative was inaugurated on Wednesday, marking a significant step in enhancing Odisha's tourism offerings.
Inauguration at Dhauli Foothills
Deputy Chief Minister Pravati Parida, who also oversees the tourism portfolio, flagged off the first three caravans at the historic foothills of Dhauli. The launch ceremony emphasized the program's target audience: young travelers, adventure enthusiasts, and offbeat explorers who seek immersive, experiential, and nature-based tourism experiences across the state. The inaugural caravan journey was dispatched to the picturesque coastal destination of Talsari, setting the tone for future expeditions.
Enhanced Travel Experience
Speaking at the event, Parida highlighted the core benefits of caravan tourism. "These caravans will empower tourists to discover Odisha's serene natural beauty at their own pace," she stated. "They are supported by thoughtfully designed amenities that seamlessly blend comfort with sustainable practices, ensuring a responsible yet enjoyable travel experience."
Operational Framework and Destinations
The tourism department has implemented this project under the viability gap funding (VGF) model, with operational and management responsibilities entrusted to the private vendor, Sand and Pebble Tours. Director of Tourism Deepankar Mohapatra outlined the strategic approach: "We have identified numerous destinations with substantial tourism potential for caravan-based experiences."

Policy Background and Infrastructure Development
The proposal to introduce caravan tourism had been pending for approximately five years. According to the Odisha Tourism (Amendment) Policy, 2026, this initiative builds upon the success of the department's earlier 'Odisha by Road' campaign. The policy mandates the creation and promotion of dedicated infrastructure to support caravan tourism.
This includes developing parking and night-stay facilities, along with essential utilities like fresh water supply, power connections, and sewage disposal systems. Such infrastructure will be established at key tourist spots, scenic locations, and strategically positioned wayside amenity centers throughout Odisha. Caravan users will have access to these facilities upon payment of nominal user charges.
Initial Designations and Pricing
To kickstart the initiative, Pantha Nivas properties operated by the Odisha Tourism Development Corporation (OTDC) and eco-tourism or nature camps managed by the forest department will be designated as 'caravan parks.' These locations will serve as primary hubs for caravan travelers.
The caravan services will be available starting at a tariff of Rs 11,111 per day, offering an affordable option for those looking to explore Odisha's hidden gems with unparalleled flexibility and comfort.
