The Uttarakhand Tourism Development Board (UTDB), in partnership with the Department of Skill Development, conducted a significant stakeholder consultation on Thursday, focusing specifically on "Skilling for Char Dham Yatra 2026." A major outcome of the consultation was the formal launch of a 12-part "Skill Samvad Series." This initiative is designed to enhance workforce readiness and actively promote local livelihood participation within the pilgrimage sector. The series represents a structured approach to addressing the evolving needs of the Char Dham Yatra ecosystem.

The day's discussions were organized into two distinct panels, each targeting crucial segments of the Yatra workforce.

Panel One: Frontline Yatra Workers

The first panel concentrated on frontline personnel essential to the pilgrimage experience, including guides, porters, drivers, and hospitality staff. Key recommendations from this session included:

  • Establishing minimum competency standards for all frontline roles before the commencement of the Yatra season.
  • Developing short, modular training programs delivered in local languages to effectively train seasonal workers.
  • Implementing a robust certification and ID-based recognition system to formalize worker credentials.

Specific training areas identified as critical included first aid, high-altitude safety protocols, weather awareness, and advanced crowd management techniques.   • Supporting local products through strategic branding and Geographical Indication (GI) tagging to enhance market value.

Furthermore, the panel strongly advocated for linking skill development initiatives with improved access to credit, the adoption of digital payment systems, and the creation of better market linkages. This holistic approach aims to deepen local participation in the tourism economy and ensure its benefits are widely distributed.

Minister for Skill Development & Employment, Saurabh Bahuguna, articulated the government's vision, stating, "Char Dham Yatra is not only a spiritual journey but also a vital livelihood ecosystem for thousands of people. Our focus must be on ensuring that skilling leads to tangible employment, dignity, and long-term sustainability. We are committed to building systems that consistently deliver quality services to every pilgrim."
