The Rajasthan Congress on Friday demanded a high-level investigation into alleged irregularities in the NEET-UG 2024 and 2025 examinations, asserting that the arrest of Dinesh Biwal, an accused with alleged BJP links, in the NEET-UG 2026 paper leak case indicates a larger racket operating over several years.
Congress Calls for JPC or Retired SC Judge Probe
Addressing a press conference, Rajasthan Pradesh Congress Committee (PCC) chief Govind Singh Dotasra called for a probe by a Joint Parliamentary Committee (JPC) or a retired Supreme Court judge, arguing that the Central Bureau of Investigation (CBI) is under the control of the central government. He also demanded the resignation of Union Education Minister Dharmendra Pradhan.
Allegations of Family Involvement in Leak
Dotasra alleged that five children from the families of Dinesh Biwal and Mangilal Biwal, who were arrested by the CBI, secured admission in government MBBS colleges in 2025 after allegedly obtaining access to leaked question papers. He claimed that NEET papers for 2024 and 2025 were also leaked, but the government refused to acknowledge it to protect the masterminds behind the scam. According to Dotasra, the accused were part of a paper leak gang operating from Jamwaramgarh and used the leaked papers for their own family members before selling them to others. He stated, "These children appeared in NEET-UG 2024 but were unsuccessful. In 2025, they allegedly got access to the paper and all five secured admissions in government medical colleges."
BJP Links Alleged
Congress functionaries alleged that Dinesh Biwal, a resident of Jamwaramgarh, was a BJP office-bearer. Dotasra accused the BJP government in Rajasthan of initially attempting to suppress the case and said the investigation into the 2026 leak indicates the same network had access to question papers in 2025. He cited an incident where a person from a coaching institute in Sikar was allegedly turned away when trying to file a complaint at a police station, later emailing the National Testing Agency (NTA), after which Rajasthan’s Special Operations Group (SOG) acted.
Political Reactions and Demands
Dotasra noted that Prime Minister Narendra Modi and Union Home Minister Amit Shah had promised strict action against paper leaks during the Rajasthan Assembly elections. However, he alleged that the NEET-2026 paper leak originated from Rajasthan and involved BJP-linked individuals. He demanded immediate action against influential accused allegedly connected to the BJP. Leader of the Opposition Tikaram Jully also targeted the central government, saying, "Paper leaks have occurred for three consecutive years, and the education minister is refusing to take responsibility. He should resign and apologise to the students." Jully questioned why an FIR was not registered in Rajasthan for nine days and alleged the delay was to avoid invoking the state's stringent anti-paper leak law, which provides for life imprisonment and fines up to Rs 10 crore. He also referred to reports that two NEET aspirants allegedly died by suicide and said, "Twenty-two lakh students appeared in the exam and families spent huge amounts of money, yet nobody is taking the responsibility."
