As Tamilaga Vetri Kazhagam (TVK) claimed victory, here is a quick look at what Vijay's manifesto promised Tamil Nadu voters. The 94-page-long manifesto document covers comprehensive policy proposals across women's welfare, youth development, governance, police reforms, government employees, farmers, MSMEs, weavers, economic development and infrastructure.

Women's Welfare

The party has promised a monthly assistance of ₹2,500 for women up to 60 years, free rides on all government buses including mofussil buses, and six free gas cylinders per year for each family. Brides will receive 8 grams of gold and a silk saree, ₹25,000 financial assistance for pregnant women, and a gold ring for newborns. The mother or guardian of schoolchildren will get ₹15,000 a year to prevent dropouts. Financial assistance up to ₹5 lakh for women's self-help groups is also proposed. Additionally, 500 police teams for women's safety and fast-track courts for swift justice in crimes against women are planned.

Healthcare

TVK has pledged ₹25 lakh health insurance for all families, five new multispecialty government hospitals, 2,000 teleconsulting clinics, round-the-clock functioning of primary health centres, and free IVF treatment in government hospitals. An exclusive budget allocation of ₹500 crore a year for mental health care and services is proposed. Free sanitary pads will be distributed through the public distribution system.

Youth and Education

Reservation for government school students will be increased to 10% from the current 7.5% in undergraduate and postgraduate courses. Collateral-free education loans up to ₹20 lakh will be provided for students from UG to PhD. Unemployed youth will receive a monthly allowance of ₹2,500 for diploma holders and ₹4,000 for graduates. Youth will also get a monthly stipend of ₹8,000 for diploma holders and ₹10,000 for graduates during skill development programmes. A collateral-free loan of up to ₹25 lakh for business development is promised.

Police and Government Employees

Police personnel will receive a basic salary increase from ₹18,200 to ₹25,000. Those in high-stress jobs will get an additional ₹1,000 per month. Women police will not be assigned for protocol duties. All temporary staff serving for more than five years will be regularised.

Farmers and Fishermen

A minimum selling price guarantee of ₹3,500 per quintal for paddy and ₹4,500 per ton for sugarcane is proposed. A cultivator's rights card will provide ₹10,000 annual investment support to tenant farmers and labour families. 100% crop insurance coverage, full cooperative crop loan waiver for farmers owning up to 5 acres, and 50% waiver for those with more than 5 acres are included. Fishermen will get ₹20,000 per month during the fishing ban period and a monsoon assistance of ₹7,000. Registered fishermen will receive an accident insurance of ₹25 lakh.

MSMEs

A ₹15,000 crore state credit guarantee fund to revive MSMEs is proposed. Electricity tax will be waived for the next five years, power tariff will be rationalised, and no peak-hour charges for industries.

Weavers and Handloom

Weavers will receive ₹30,000 per year to offset the surge in electricity and yarn prices. Enhanced support for handloom cooperatives is promised. Handloom weavers will get 500 units of free electricity, power loom weavers will get 1,500 units. Weavers will get a life insurance of ₹10 lakh, and old age pension will be increased to ₹3,000 per month.

Mission Chennai

The party pledges a Cooum and Adyar river restoration mission and Pallikarani marshland restoration.

Energy and Transport

Monthly billing for electricity, all TNSTC buses will be electric vehicles, and subsidies up to ₹1 lakh for rooftop solar panels are proposed.

Governance

A caste survey will be conducted to ensure equitable resource distribution. The party pledges a State Whistleblower Protection Act and transparent governance mechanisms.
