The state cabinet of Arunachal Pradesh, under the leadership of Chief Minister Pema Khandu, convened on Thursday and gave its nod to a sweeping set of policy decisions aimed at transforming key sectors. The wide-ranging approvals cover critical areas including public healthcare, safety infrastructure, education, urban governance, environmental conservation, and job creation for the state's youth.

Boosting Healthcare in Remote and Border Areas

In a significant move to strengthen medical services, the council of ministers approved a partnership with HLL Lifecare Ltd, a Government of India enterprise. This collaboration is focused on building diagnostic infrastructure across a vast network of health facilities in the state. The plan encompasses 256 sub-centres, 82 primary health centres, 25 community health centres, and 64 block public health units.

Further enhancing access to medicine in far-flung regions, the cabinet cleared the procurement of 40 Mobile Medical Units (MMUs). These units will operate under the Vibrant Villages Programme, specifically serving 455 identified vibrant villages spread across 11 border districts of Arunachal Pradesh.

Modernizing Safety and Strengthening Institutions

To bring public safety frameworks into the 21st century, the cabinet approved a proposal to enact the Arunachal Pradesh Fire and Emergency Services Bill, 2025. This new legislation will replace the outdated 1991 Act, aiming to modernize the legal and operational foundation of the fire and emergency services department.

Recognizing the need for robust prison administration, the ministers also sanctioned the creation of 91 new posts. These positions will be allocated to seven sub-jails located in Longding, Khonsa, Changlang, Pasighat, Yingkiong, Aalo, and Koloriang.

Focus on Education, Environment, and Employment

The education sector received a boost with the approval for creating 58 posts for two government model degree colleges. These posts, which include 14 administrative, non-teaching, and teaching positions along with 32 assistant professor roles, are intended for the colleges at Piyong in Namsai district and Kanubari in Longding district, enabling them to commence academic activities.

For better urban management, the cabinet approved the establishment of a Directorate of Urban Local Bodies.

In the forest sector, the cabinet provided a one-time relaxation of residency requirements under the Arunachal Pradesh Forest Service Rules, 2019. This measure will allow for immediate promotions to fill existing vacancies without placing an additional financial burden on the state exchequer.

In a major decision for wildlife conservation and local employment, the cabinet approved the Recruitment Rules for the Special Tiger Protection Force. This paves the way for recruiting 324 special tiger guards for the Pakke, Namdapha, and Kamlang Tiger Reserves. This initiative will significantly strengthen anti-poaching efforts and wildlife protection under Project Tiger while generating substantial job opportunities for the local youth.

These comprehensive decisions underscore the state government's multi-pronged strategy to improve service delivery, enhance security, protect natural heritage, and create sustainable employment pathways for its citizens.
