Bihar shifts land records fully online from 2026

In a major push for digital governance, Bihar Deputy Chief Minister Vijay Kumar Sinha announced on Wednesday that certified copies of land revenue records will be available exclusively online from January 1, 2026. The move abolishes the traditional system of providing physical copies, granting digitally signed online versions full legal recognition.

Digital Overhaul and Urban Reforms

Deputy CM Sinha, while addressing a gathering at the land reforms social welfare dialogue in Saharsa, stated that all records not currently available online will be digitized and uploaded in a phased manner. This initiative aims to bring transparency and ease of access to land documentation for the citizens of Bihar.

In a significant step to resolve long-standing issues, the government has also streamlined the process for issuing genealogy certificates in urban areas. Circle Officers (CO) will now be authorized to issue these certificates in municipal corporation, council, and nagar panchayat areas. This joint legal initiative by the revenue and land reforms department and the urban development and housing department was implemented on December 18 after consultation with the Advocate General of Bihar.

Ensuring Land Rights and Speedy Justice

Sinha detailed several new campaigns aimed at securing land rights and ensuring timely justice. "Operation Bhumi Dakhal Dehani" has been launched with the goal of ensuring 100% possession of allotted land to Scheduled Caste and Scheduled Tribe receipt holders. The operation focuses on providing speedy justice to all eligible individuals and safeguarding their rights.

To eliminate delays, the government has set strict timelines for disposing of 'Parimarjan Plus' cases. Execution will now be ensured within 15 working days for clerical errors, 35 days for technical revenue errors, and a maximum of 75 days for complex cases.

Further simplifying processes, the 'Parivarik Bantwara' portal was launched to ease family partition procedures. This portal allows for the mutation of all shareholders' names separately through a single application.

Ground-Level Reforms and Strict Monitoring

A special campaign is underway until January 15, where camps are being organized to execute all old mutation and Parimarjan Plus cases. Sinha instructed all concerned employees to work six days a week from 9 am to 9 pm to clear the backlog.

Public hearings for land disputes will now be held at circle offices every Saturday instead of police stations, and will be closely monitored by District Magistrates (DM), Sub-Divisional Magistrates (SDM), Superintendents of Police (SP), and Deputy Superintendents of Police (DSP).

To strengthen the revenue system at the grassroots level, revenue employees will now operate from their designated panchayats instead of circle offices. For greater transparency in the 'e-maapi' (measurement) system, officials have been instructed to upload videos, photos, and measurement reports online on the same day the survey is conducted.

The Deputy CM concluded with a stern warning against malpractice, stating that immediate action will be taken to suspend incorrect 'jamabandi' (record of rights) of government land. Land banks will be created in all districts to accelerate development work. Strict instructions have been issued to identify and file criminal cases against individuals who complicate matters using fake documents.
