Bihar Witnesses Sharp 45% Rise in Traffic Challans During December and January
In a significant enforcement drive, Bihar's transport department has issued approximately 45% more traffic challans in the months of December and January compared to the preceding eight months. Transport Minister Shravan Kumar announced this development on Friday, attributing the surge to the rigorous implementation of traffic regulations across the state.
Automated Enforcement: Cameras at 138 Locations Under ITMS
The minister revealed ambitious plans to enhance traffic monitoring through technology. Under the Integrated Traffic Management System (ITMS), cameras will be installed at 138 identified locations throughout Bihar. This infrastructure will facilitate real-time automatic detection of violations, leading to the issuance of e-challans for a range of infractions.
Key violations targeted include:
- Over-speeding and red light jumping
- Riding without helmets and seatbelts
- Triple riding and lane cutting
- Overloading and other traffic offenses
Substantial Revenue Collection: Over Rs 115 Crore Realized
The financial impact of this enforcement push is substantial. Since April 2025, the department has collected Rs 115.23 crore from 497,131 challans, with a total issued value exceeding Rs 301.28 crore. Notably, the last two months alone saw challans worth over Rs 90.97 crore, of which Rs 28.6 crore has been successfully collected.
District-Wise Breakdown: Kaimur Leads in Challan Issuance
The enforcement has been particularly intense in several districts. Kaimur district recorded the highest number of challans at 30,833, amounting to Rs 12.16 crore. It was followed by:
- Gopalganj: 23,308 challans
- Gaya: 16,038 challans
- Purnia: 8,927 challans
- Nawada: 9,063 challans
These challans primarily address offenses such as riding without helmets, overloading, and various other traffic violations.

Minister Kumar emphasized that the primary goal behind issuing challans is to strengthen road safety and reduce accident rates. The adoption of handheld devices has revolutionized the challan process, making it completely transparent, fast, and digital. This modernization not only saves time but also effectively eliminates opportunities for corruption, ensuring a fair and efficient system.
The state's proactive measures reflect a committed effort to instill discipline among road users and create safer travel environments for all citizens.
