The Haryana government has officially released a comprehensive notification that meticulously outlines the scope and procedural guidelines for data collection during the house listing and housing census. This crucial exercise forms an integral part of the preparatory work for the upcoming Census of India 2027.
Official Authorization and Phased Approach
The notification was formally issued by Sumita Misra, the Financial Commissioner for Revenue and Disaster Management, who also serves as the State Nodal Officer for the Census. In her announcement, Misra clarified that Census 2027 will be executed in two distinct phases. The initial phase will focus exclusively on house listing and housing census activities, which will subsequently be followed by the second phase dedicated to population enumeration.
To facilitate this modern census operation, several digital platforms have been specifically developed, including dedicated mobile applications, the Census Management and Monitoring Portal, and a Self Enumeration Portal designed for the first phase. All census officers appointed under the statutory authority of the Census Act have been formally authorized to collect detailed information through prescribed census schedules within their respective local jurisdictions during this house listing phase.
Comprehensive Data Collection Parameters
This foundational house listing and housing census will establish the essential framework for the subsequent population enumeration scheduled as part of Census 2027. The data collection will encompass extensive identification details, including the building number assigned by municipal or local authorities, or alternatively, the census number, census house number, and household number.
Structural information about residential properties will be systematically recorded, covering the predominant construction materials used for floors, walls, and roofs, along with the principal use of each house, its current physical condition, and ownership status. Census officers will additionally document the number of dwelling rooms that are exclusively in the possession of each household.
Household Composition and Demographic Details
The notification mandates the collection of detailed household composition data, which will include the total number of persons normally residing in each household, the name and sex of the household head, and whether the head belongs to Scheduled Caste, Scheduled Tribe, or other designated categories. The number of married couples residing within the household will also be formally recorded.
Assessment of Basic Amenities and Living Conditions
The house listing exercise will capture comprehensive information regarding basic amenities and overall living conditions. This extensive assessment will cover the main source and consistent availability of drinking water, the primary source of lighting, access to sanitation facilities including the specific type of latrine, arrangements for wastewater disposal, and the availability of dedicated bathing and kitchen facilities.
Information concerning LPG or PNG connections and the main fuel utilized for cooking purposes will be systematically documented as per the official notification.
Digital Assets and Connectivity Mapping
Recognizing the significant evolution in modern lifestyles and the increasing digital penetration across households, the notification provides specific provisions for collecting data on household assets and connectivity. This includes ownership of, or access to, various electronic devices such as radios or transistors, televisions, internet facilities, laptops or computers, and telephones, mobile phones, or smartphones.
Details regarding the availability of transportation means, including bicycles, scooters, motorcycles, mopeds, and cars, jeeps, or vans, will be gathered. Furthermore, information pertaining to the main cereal consumed by each household will be recorded, as explicitly stated in the comprehensive notification.
