In a significant move to strengthen rural governance across Jharkhand, the Indian Institute of Technology (Indian School of Mines), Dhanbad has joined forces with the department of panchayati raj to launch a comprehensive leadership development initiative. The five-day Management Development Programme (MDP) specifically designed for panchayati raj functionaries commenced on November 10 and will continue through November 14.
Empowering Grassroots Leadership
The program has brought together 27 elected representatives from various districts across Jharkhand, creating a diverse cohort of local governance leaders. Participants include block heads, deputy heads, and officials from multiple tiers of the Panchayati Raj system, all gathering at the Executive Development Centre (EDC) of IIT (ISM) for this transformative experience.
Building Capacity for Local Governance
The training program was formally inaugurated by Professor Dheeraj Kumar, Deputy Director of IIT (ISM), who described the initiative as a milestone in building capacity for local governance. He emphasized the crucial role such training plays in equipping panchayati raj representatives with essential administrative and leadership tools.
"Such training equips panchayati raj representatives with crucial administrative and leadership tools to manage and implement development work more efficiently," Professor Kumar stated during the inauguration ceremony.
Transformative Learning Experience
Professor Keka Ojha, Dean of Continuing Education Programme at IIT (ISM), highlighted that the initiative represents much more than conventional training. She revealed that upon completing the course, participants would gain an additional significant benefit - becoming part of the prestigious IIT (ISM) alumni network.
"It is a transformative learning experience. Upon completing the course, participants will be part of the IIT (ISM) alumni family — a symbol of excellence and empowerment," Professor Ojha noted, underscoring the long-term value of the program.
Comprehensive Skill Development
Professor Rajni Singh, Dean of Corporate Communications and Coordinator of the MDP, provided detailed insights into the program structure. The sessions have been carefully designed to enhance multiple competencies essential for effective local governance.
Through a blend of academic learning and practical exercises, the program focuses on developing leadership capabilities, communication skills, project management expertise, financial planning knowledge, and digital governance proficiency.
"Through a blend of academic learning and practical exercises, the programme bridges the gap between policy and implementation, helping leaders adopt transparent and innovative governance practices," Professor Singh explained.
The Leadership and Management Development Programme represents a crucial step toward strengthening the foundation of rural democracy in Jharkhand. By empowering local leaders with modern governance tools and connecting them with one of India's premier educational institutions, the initiative promises to create lasting positive impact across villages and blocks throughout the state.
