Kerala Human Rights Commission Mandates Transfer of Kochi Traffic Infrastructure
The Kerala State Human Rights Commission (KSHRC) has issued a significant directive concerning the management of traffic systems in Kochi. In a move aimed at improving urban governance and public safety, the commission has ordered that all traffic lights and surveillance cameras within the limits of the Kochi Corporation, which were previously under the control of Cochin Smart Mission Ltd (CSML), be handed over to the corporation.

Led by Chairperson Justice Alexander Thomas, the KSHRC has instructed the Principal Secretary and Principal Director of the Local Self-Government Department (LSGD) to ensure the seamless transfer of these critical assets. This decision comes after the contract with CSML expired on December 31, leading to the control of these signals and cameras being transferred to the LSGD. The commission emphasized the urgency of this transfer to address ongoing issues that have plagued the city's traffic management.
Urgent Repairs to Prevent Hazards
The commission has specifically recommended that the Kochi Corporation take immediate action to repair malfunctioning traffic signals. Notable among these is the traffic light at Kadavanthra Junction, which has been identified as a potential source of accidents and severe traffic congestion if left unaddressed. Justice Thomas highlighted that such malfunctions pose a direct threat to public safety and must be rectified without delay.
Resolution of Technical Issues at Key Junctions
In addition to the general directive, the commission addressed specific problems at Vyttila Junction. Justice Thomas stated that issues with the camera at this junction should be resolved in a similar manner, with technical assistance from the agency Keltron. This step is crucial for ensuring that surveillance and traffic monitoring systems function effectively across the city.
Accountability and Follow-Up Actions
To ensure compliance, the KSHRC has mandated that the LSGD Principal Secretary, Director, and the Corporation Secretary submit a detailed report on the actions taken based on this order. This report must be presented before the commission's sitting at the Pathadipalam Rest House on March 3. Furthermore, a representative of the Principal Secretary is required to attend this sitting, underscoring the commission's commitment to monitoring the implementation of its directives.

This order was issued in response to a case registered suo motu by the commission, which was triggered by media reports highlighting the non-functional traffic light at Vyttila Junction for six consecutive days.
