In a significant move to overhaul governance, Uttar Pradesh Chief Minister Yogi Adityanath has directed that a week-long capacity building programme be made compulsory for all state officers and employees. He stated that this training must be formally linked to their annual confidential reports (ACR) and future promotions.
Reviewing Progress of PM Modi's Transformative Initiative
The Chief Minister issued these instructions on Tuesday while reviewing the progress and future roadmap of Mission Karmayogi. This national programme is Prime Minister Narendra Modi's initiative aimed at developing human resources within the government by blending Indian cultural values with a global perspective.
During the high-level meeting, the Chairperson of the Capacity Building Commission, S Radha Chauhan, presented a detailed action plan on the mission's implementation status in Uttar Pradesh. CM Adityanath emphasized that Mission Karmayogi is a transformative effort playing a decisive role in making governance more responsive, accountable, and ready for future challenges.
Massive Scale: iGOT Platform and UP's Leading Role
The review revealed the enormous scale of the mission's reach. Across India, nearly 2.2 crore government personnel and an additional 50 lakh from Urban Local Bodies and Panchayati Raj Institutions are its beneficiaries. The backbone of the mission is the iGOT (Integrated Government Online Training) digital platform, now recognized as the world's largest government-led capacity-building portal.
Uttar Pradesh is leading the country in adoption. The state has seen over 18 lakh personnel register on iGOT, accounting for a staggering 93% of the total onboarding nationwide in 2025. Furthermore, more than 10 lakh users from UP have completed at least one course, with a total of 72 lakh courses completed in the state. This figure represents 99% of all course completions in India for 2025.
Nationally, the iGOT platform boasts over 1.45 crore registered users. The government provides 4,179 training courses through it, including more than 840 in Hindi and over 540 in 15 other regional languages. To date, users have successfully finished over 6.7 crore courses, with a completion rate exceeding 70%. The accompanying mobile app has been downloaded more than 50 lakh times.
Future Focus: AI, Cybersecurity, and Grassroots Training
Outlining the way forward, CM Adityanath issued specific directives. He ordered all state departments and institutions to design need-based courses and upload them to the iGOT portal. He mandated that Artificial Intelligence (AI) and cybersecurity be included in the curricula of all departments.
The CM stressed that training centres, including the Uttar Pradesh Academy of Administration and Management (UPAM), must develop curricula that enhance the functional efficiency of trainees from the outset. He also highlighted the 'Amrit Gyan Kosh' case study platform, urging UP departments to upload their best practices for nationwide learning.
Emphasizing a citizen-centric approach, Adityanath said real improvement in public service delivery comes from integrating knowledge, skills, and a positive mindset. He called for special attention to the quality and practical utility of training programmes.
Frontline workers like ANMs, ASHA workers, police constables, and Panchayati Raj staff are to be prioritized with practical, task-oriented training to strengthen efficiency and sensitivity at the grassroots level. Additionally, engineers across departments should receive courses on new designs and emerging technologies.
The Chief Minister concluded by affirming that Mission Karmayogi strengthens work culture, promotes public participation, and ensures the timely fulfilment of national priorities.
