Uttar Pradesh Chief Minister Yogi Adityanath on Tuesday led a high-level review of the progress and future roadmap of Mission Karmayogi, a flagship national program for civil service reform.

Comprehensive Review of Training Infrastructure

During the meeting, detailed deliberations took place on the mission's implementation status, the condition of training infrastructure, and the development of digital platforms. The chairperson of the Capacity Building Commission, S Radha Chauhan, presented a detailed action plan for moving forward.

Chief Minister Adityanath emphasized that Mission Karmayogi is a transformative initiative of Prime Minister Narendra Modi. He stated its core objective is to build a competent human resource pool by blending India's rich cultural values with a global perspective.

He highlighted that the mission is crucial for making governance more responsive, accountable, and aligned with future challenges.

Massive Scale: Targeting Crores of Personnel

The review revealed the enormous scale of the mission. It aims to connect over three crore central government employees, approximately 2.2 crore personnel across various states, and around 50 lakh staff in urban local bodies and panchayati raj institutions with structured capacity-building programs.

To support this, more than 790 government training institutions nationwide are being upgraded and modernized. The cornerstone of the online training component is the iGOT (Integrated Government Online Training) digital platform, established for continuous learning.

Key Directives for Uttar Pradesh

CM Yogi issued several important instructions to state departments:

  • All departments must design need-based courses and upload them to the iGOT portal.
  • A seven-day capacity-building program will be mandatory for all officers and employees, and its completion will be linked to their promotion and Annual Confidential Report (ACR).
  • All state training centres, including the Uttar Pradesh Academy of Administration and Management (UPAM), must develop updated curricula to enhance the functional efficiency of trainees from the outset.

He gave a special emphasis on modern skills, directing that artificial intelligence (AI) and cyber security must be compulsory components in the curriculum of all departments and institutions.

Adityanath also pointed to the 'Amrit Gyan Kosh', the iGOT case study platform, which hosts global best practices. He noted that Uttar Pradesh itself has numerous exemplary case studies across departments that should be documented and uploaded to this platform for wider dissemination.
