Gujarat Government Turns to AI to Tackle Escalating GST Fraud Menace

In a decisive move to safeguard public funds, the Gujarat state government has announced plans to implement an advanced artificial intelligence (AI) defence system. This initiative targets the rampant rise in GST input tax credit (ITC) scams, which have been draining the state exchequer of thousands of crores of rupees annually. By leveraging AI and machine-learning (ML) models, authorities aim to enhance their capability to identify and curb fraudulent entities and transactions effectively.

Strategic Partnership with BISAG-N for Enhanced Fraud Detection

The commercial tax division of Gujarat's finance department has forged a crucial collaboration with BISAG-N (Bhaskaracharya National Institute for Space Applications and Geo-informatics). This partnership is focused on developing a comprehensive, technology-driven system specifically designed to detect ITC scams. Official sources highlight that with approximately 29 crore transactions related to input credit registered in the state each year, manual verification has become impractical and inefficient.

"It is almost impossible to manually check and verify the authenticity of every transaction," a key government source emphasized. "The government has decided to seek the services of BISAG to find a workable solution to malpractices in ITC." This underscores the urgent need for automated solutions in handling the vast volume of financial data.

AI Model Development and Implementation Strategy

BISAG-N has already developed a large language model (LLM) that is currently undergoing rigorous testing phases. This AI model will require further fine-tuning to optimize its accuracy and reliability. Once fully operational, all ITC-related transactions will be processed through this system, which will proactively alert the department to any suspicious activities or entities that exhibit signs of fraud.

Government officials have clarified that the integration of AI and ML technologies will empower the commercial tax department to launch more effective crackdowns on ITC scams. "Using AI and ML will help the commercial tax department to crack down more effectively against ITC scams, as use of AI will identify potential fraudulent transactions," sources stated. This technological advancement is expected to significantly reduce the incidence of financial fraud.

Addressing Internal Irregularities and Future Plans

In addition to detecting external fraud, the BISAG-developed model is designed to flag irregularities involving government officials. "In some cases, it has been observed that government employees have been involved in ITC-related scams. This proposed model will flag irregularities on the part of government officers as well," sources revealed. This dual focus ensures a holistic approach to combating corruption and malpractice within the system.

The state government plans to deploy this AI-based system more aggressively once it is thoroughly fine-tuned and ready for full-scale implementation. This proactive stance reflects a commitment to leveraging cutting-edge technology for enhanced governance and financial integrity.
