Karnataka's First Multi-Skill Development Centre Stalled in Mysuru

In a significant setback for skill enhancement initiatives, Karnataka's inaugural Multi-Skill Development Centre (MSDC), established by the state government in Choranahalli within the Varuna assembly segment represented by Chief Minister Siddaramaiah, has failed to commence operations. Announced in the 2024 budget with an allocation of Rs 135 crore, this ambitious project aimed to revolutionize vocational training but remains non-functional despite the completion of a two-storeyed building at the site.

Delays Cripple Centre's Launch

The skill development, entrepreneurship, and livelihood department had prepared to operate the centre in collaboration with Visvesvaraya Technological University (VTU) and the Government Tools and Training Centre (GTTC). However, the procurement of essential equipment and installation of machine tools have been severely hampered by delays in fund disbursement from the state government. This bureaucratic bottleneck has effectively paralyzed the centre's activities, leaving it idle even after VTU handed over the constructed building and arranged teaching faculty for government-selected beneficiaries.

Despite the project being sanctioned over two years ago, the installation of necessary machinery has not yet begun, raising concerns about the timely realization of its objectives. The centre was designed to bridge the skill gap by providing trained manpower to industries and offering employment opportunities to unemployed youths after comprehensive training.

Comprehensive Training Programs Planned

The MSDC is envisioned as a centralized hub where candidates from various districts across Karnataka will receive training under one roof. This includes beneficiaries of the Yuva Nidhi scheme, who will be trained based on their areas of interest. The curriculum encompasses a wide range of traditional and modern skills:

  • Plumbing, welding, carpentry, and electrician work
  • Electronics, mechanic work, and computer applications training
  • Jewellery making, children's articles production, and tailoring
  • Future technologies such as aviation technology, artificial intelligence, machine learning, and other software and technological skills

Acting as an incubation centre, the MSDC aims to equip unemployed youths across the state with market-relevant skills, thereby enhancing their employability and contributing to economic growth.

Officials and Stakeholders Express Concerns

District Skill Development Training Officer N Narayanamurthy highlighted that while the building is ready, the department has floated a tender for machine installation and sought funds for purchases. He stated, "Once the tender is finalized, the department will buy the machines, install them, and complete the work in the next three to four months." Upon completion, the centre will invite applications for skill development training from candidates statewide, targeting individuals who have passed Class 8, SSLC, PUC, degree, diploma, or equivalent qualifications.

Rajappa, President of the State Unorganised Labourers Association, emphasized the urgency of resolving the delays, noting, "As Mysuru is developing rapidly after the state capital, Bengaluru, the state government must complete all pending work of the MSDC, including machine installation, and start the centre as early as possible. It will help improve skill development among our youths, which is crucial to meet industry demands."

The continued inactivity of this high-budget project underscores challenges in implementing government schemes and raises questions about efficiency in addressing unemployment through skill development initiatives in Karnataka.
