Case registered for illegal occupation of panchayat land

Police have registered a case against 13 individuals for allegedly illegally occupying panchayat land (gau-charan land) in Uttamwala village, which falls under Vyaspur sub-division of Yamunanagar district. The case was registered on July 10, 2026, based on a complaint by Shyam Lal Sharma, Block Development and Panchayat Officer (BDPO) of Vyaspur.

Accused named from Uttamwala village

The accused include Surender, Mohinder, Sahib Singh, Pawan, Naresh Kumar, Sunhera, Sahib Singh (another), Surta Ram, Rajiv, Sanjeev, Pala Ram, Rajiv (another) and Ram Kumar, all residents of Uttamwala village. They have been booked under Sections 329 (3), 329 (4) and 351 (2) of the BNS at Vyaspur police station.

Gram panchayat resolution led to complaint

According to the BDPO's complaint, Uttamwala village is part of gram panchayat Kathgarh. The gram panchayat passed a resolution on June 30 and sent a copy to his office, alleging that certain persons had encroached upon panchayat land in Uttamwala and were cultivating crops on it without authorisation.

Land restored to panchayat in 2016

The BDPO stated that the land had earlier been restored to the gram panchayat following an order by the then Assistant Collector First Grade-cum-DDPO, Yamunanagar, Gagandeep Singh, in 2016. After possession was handed over, the land was leased through auction until 2020. However, the gram panchayat has now alleged that the accused have been preventing further lease auctions for several years by intimidating prospective bidders, resulting in no one participating in the bidding process.

Demarcation attempt unsuccessful

Revenue officials attempted a demarcation on June 23, 2026, but the land could not be properly demarcated due to prevailing circumstances, according to information available.
