BMC Employee Booked for Alleged Job Fraud Using Fake Educational Certificates in Mumbai

In a significant development, officials from the Brihanmumbai Municipal Corporation (BMC) have registered a case against a 58-year-old civic employee for allegedly securing employment through the submission of fraudulent educational documents. The accused, identified as Eknath Indulkar, is currently working as a coordinator at a health center in Mazgaon and is just one year away from retirement.

Details of the Alleged Fraud and Legal Action

Based on a written complaint, an FIR has been filed at the Bhoiwada police station against Indulkar. The complaint was lodged by Shailaja Umbarkar, the Chief Clerk posted at Kasturba Hospital under the Family Welfare and Maternal and Child Care City Branch of the BMC. She stated that she was directed by senior officials to file the complaint following an internal inquiry into Indulkar's credentials.

The allegations center on Indulkar submitting fabricated mark sheets and certificates for a Sanitation Inspector course to obtain his position in the civic body. He was initially appointed as a Multipurpose Worker in 1993 and later promoted to the role of Coordinator. The case has been registered under IPC sections for cheating, forgery, and breach of trust.

Investigation and Uncovering of the Fraud

The matter first came to light on April 2, 2025, when the Deputy Executive Health Officer of the F/South Division in Parel received a complaint questioning the authenticity of Indulkar's educational documents. In response, the Administrative Officer sought verification from the All India Institute of Local Self Government in Bandra.

In a letter dated June 17, 2025, the institute reportedly informed the BMC that the mark sheets and certificates submitted by Indulkar were neither authentic nor genuine. This revelation led to further action by the BMC authorities.

Suspension and Ongoing Police Investigation

Following the verification, the Executive Health Officer issued a suspension notice on December 10, 2025. Indulkar was subsequently placed under suspension effective from December 12, 2025. As part of the disciplinary measures, his official identity card was seized and deposited with the office.

Officials further stated that the original mark sheets and certificates obtained from Indulkar were handed over to the Bhoiwada Police Station on February 12, 2026, for a thorough investigation. The complaint alleges that by submitting these forged documents, the accused misled and cheated the municipal administration to secure employment and continue in service for several years.

This case highlights ongoing efforts by civic authorities to crack down on fraud within public sector employment, ensuring integrity and transparency in hiring processes.
