The absence of systematic tracking mechanisms made it impossible to effectively monitor and recover these financial penalties, leading to the massive accumulation of uncollected funds.
Systemic Failures in Record Keeping
The audit report highlighted multiple deficiencies in the court's administrative processes. No comprehensive register or database was maintained to track fines from the point of imposition through to recovery.
