Commissioner Golchha's Strategic Directives for Coordinated Action

Following the December briefing, Commissioner Golchha has issued specific instructions to intensify coordinated police action, with particular focus on Shahdara and East Delhi, along with the already scrutinized North-East district. The eastern range units and district police have been directed to work in close coordination to dismantle these criminal networks.

"The DCPs of all districts must take proactive measures against local gang networks," Golchha emphasized during the meeting. He instructed Additional CP Kushwaha to assign special staff across all districts with clear targets for arresting gangsters, their associates, and financiers.

The crackdown involves several strategic legal and monitoring approaches:

  1. MCOCA Implementation: Each sub-division Assistant Commissioner of Police has been tasked with initiating at least one Maharashtra Control of Organised Crime Act (MCOCA) case within the first fortnight of January.
  2. Bail Monitoring: All district deputy commissioners of police have been instructed to maintain close surveillance on gang members currently out on bail.
  3. International Coordination: For gangsters operating from abroad, DCPs have been directed to initiate proceedings including Look Out Circulars (LOCs), Blue Corner Notices (BCNs), Red Corner Notices (RCNs), and passport revocations.

Focus on Designated Terrorists and Exploitation Patterns

Among the 25 identified gangs, two key members have been designated as terrorists: Canada-based Arshdeep Singh Gill alias Arsh Dalla of the Khalistan Tiger Force (KTF) and Goldy Brar (Satwinderjit Singh). Their inclusion highlights the serious national security implications of these criminal networks.

Commissioner Golchha also highlighted concerning patterns of exploitation within these gangs. "Several gang members are exploiting drug addicts to carry out illegal activities," he cautioned. Local police units have been directed to identify and monitor suspected drug users who might be influenced by criminal groups.
