In a significant move to bolster night-time security in the national capital, the Indian Institute of Public Administration (IIPA) has submitted a comprehensive set of recommendations to the Delhi Police. This follows a third-party audit of night patrolling procedures, commissioned with the approval of Police Commissioner Satish Golchha.
Core Recommendations for a Safer Night
The IIPA's report, communicated to all special commissioners, outlines a multi-pronged strategy. A key suggestion is the deployment of police personnel at every Metro station after 11 pm, specifically to secure areas as the last trains arrive. This aims to prevent incidents, particularly those targeting women.
Furthermore, the audit calls for enhanced foot patrolling in vulnerable and crowded areas to boost public confidence and deter criminal activity. The IIPA stressed that conventional patrolling methods currently underutilise technology, leading to potential gaps in coverage and slower response times.
Embracing Data and Sensitivity in Policing
Moving beyond traditional methods, the IIPA advocates for a data-driven allocation of police strength. It recommends that patrol routes and schedules be dynamically adjusted based on crime statistics, incident reports, and analytics of criminal trends. The report also advises equipping police vehicles with GPS tracking and advanced communication tools for greater efficiency.
Acknowledging Delhi's status as a global city, the IIPA emphasised the need for cultural competence and sensitivity training for officers. The goal is to eliminate discrimination or bias during night checks. The report explicitly states that strict action should be taken against derogatory behaviour by police towards marginalised communities. It also highlights the need for proper sensitisation training for all ground staff to ensure they interact appropriately with citizens seeking help.
The Path Forward for Night Security
The IIPA underscored that night security is an integral component of Delhi Police's mandate, crucial for safeguarding critical infrastructure, sensitive locations, embassies, and ensuring overall nocturnal safety. The continuation and enhancement of the night patrolling process are deemed vital.
The recommendations were sent following the completion of the audit, which was conducted after obtaining necessary approvals. While queries sent to the Special Commissioner (Perception Management) and the Delhi Police spokesperson did not elicit an immediate response, the blueprint provides a clear roadmap for modernising and making night policing in Delhi more effective and equitable.
