Chikkamagaluru Judge Advocates for Enhanced Legal Awareness to Uphold Constitutional Justice

Principal District and Sessions Judge Rajeshwari N Hegde, who chairs the District Legal Services Authority (DLSA), delivered a compelling address on Wednesday, underscoring the critical need to bolster legal awareness across communities. Her remarks aimed to ensure that equal justice for all, as enshrined in the Constitution, becomes a tangible reality rather than a mere promise.

Inauguration of Paralegal Volunteer Training Program

Judge Hegde spoke at the inauguration ceremony of a comprehensive four-day training program designed for paralegal volunteers. This initiative was collaboratively organized by the Karnataka State Legal Services Authority, Outlaw India Foundation, District Legal Services Authority, and the Bar Association. The event took place at the zilla panchayat, marking a significant step towards bridging the justice gap.

Addressing Rural Legal Illiteracy

In her speech, Judge Hegde highlighted a pressing issue: despite constitutional guarantees, a vast majority of rural residents remain uninformed about the legal facilities available to them. This lack of awareness often leads to a denial of justice, as individuals are unable to navigate the legal system effectively due to insufficient information and education.

"Paralegal volunteers must serve as a vital bridge between the public and the legal system," she asserted. Their role is essential in empowering people to access their rights and seek redressal for grievances.

Examples of Legal Rights and Mechanisms

Judge Hegde cited practical examples to illustrate the importance of legal awareness. For instance, the right to seek relief during emergencies, such as road accidents, is often underutilized because many are unaware of it. "Only those who know their rights can raise their voices against injustice," she noted, emphasizing that without this knowledge, individuals remain deprived of crucial legal facilities.

She also praised Lok Adalat as an effective platform for dispute resolution through conciliation, which significantly reduces both the cost and time associated with traditional court proceedings. In this context, she urged paralegal volunteers to play a pivotal role in connecting citizens with these legal mechanisms.

Eligibility for Free Legal Aid

The judge outlined the availability of free legal aid and awareness programs for specific groups, including:

  • Individuals with an annual income below Rs 3 lakh
  • Members of Scheduled Castes and Scheduled Tribes
  • Women and children
  • Any person in distress

She stressed that paralegal volunteers must take proactive responsibility in spreading legal awareness and guiding those in need to the District Legal Services Authority for assistance.

The inauguration was attended by several dignitaries, including Bar Association president DB Sujendra, senior civil judges, DLSA member secretary V Hanumanthappa, judges Kulkarni and Prakash, Outlaw India Foundation trainers K Vandana and S Tushita, and numerous paralegal volunteers. Their presence underscored the collective commitment to enhancing legal literacy and access to justice in the region.
