Odisha's Judicial Landscape Reveals Stark Conviction Rate Disparities Across Districts

In a detailed presentation to the Odisha Legislative Assembly on Monday, Chief Minister Mohan Charan Majhi unveiled the state's conviction rate statistics for 2025, revealing dramatic variations in judicial outcomes across different districts. The data highlights both remarkable successes and concerning challenges within the state's criminal justice system.

Jharsuguda Emerges as Conviction Leader with Near-Perfect Performance

The industrial district of Jharsuguda recorded an exceptional conviction rate of 89.5%, positioning it as Odisha's top performer in judicial outcomes. This impressive statistic translates to 1,823 convictions out of 2,036 cases where trials concluded during the year. Jharsuguda's performance stands in stark contrast to the state's lowest performer, Kendrapada district, which managed a mere 3.1% conviction rate.

"Of the 2,036 cases where trial concluded last year in Jharsuguda, 1,823 ended in conviction," Chief Minister Majhi stated in his written reply to Congress MLA Rama Chandra Kadam. "Districts with conviction rates above 50% included Angul (68%), CID-CB (66.7%), Berhampur (65.6%), Ganjam (57.2%) and Sambalpur (54%)."

Urban Centers Show Moderate Performance Amid Statewide Variations

The state's major urban police jurisdictions demonstrated moderate conviction rates, with Bhubaneswar police securing 39.9% (ranking 12th statewide) and Cuttack city police achieving a slightly better 40.3%. Several districts faced significant challenges, with Kendrapada, Jagatsinghpur, Balasore, Jajpur and Nayagarh all struggling to reach double-digit conviction percentages according to the official statistics.

Police Leadership Attributes Improvements to Comprehensive Reforms

Director General of Police Y B Khurania attributed the overall rise in conviction rates to multiple systemic reforms implemented across the state. These include stricter supervision of investigations, greater reliance on forensic and scientific evidence under the new criminal laws, improved infrastructure development, and the establishment of specialized fast-track courts designed to expedite judicial processes.

Inspector General of Police (northern range) Himanshu Lal specifically credited Jharsuguda's outstanding performance to thorough investigations, meticulous evidence collection, and close monitoring by senior officers. "Like Jharsuguda, other districts under the northern range, including Sambalpur and Balangir too achieved remarkable conviction rate," Lal emphasized.

Structural Changes and New Legal Frameworks Drive Progress

The police leadership highlighted several structural measures contributing to improved conviction outcomes:

  • Regular monitoring by top police leadership including the DGP and range IGPs
  • Direct supervision by district Superintendents of Police
  • Strengthening of prosecution wings with specialized personnel
  • Appointment of trial monitoring officers at each police station
  • Deployment of additional SP-rank officers specifically tasked with tracking trial progress

Police officials noted that the implementation of new criminal laws—the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA)—has introduced strict timelines affecting police, prosecution, and judiciary operations. These include mandatory deadlines for completing investigations within 90 days, filing chargesheets, framing charges, and delivering judgments.

Chief Minister Directs Further Institutional Strengthening

During the closing session of the two-day collectors and SPs conference on November 19, 2025, Chief Minister Majhi directed Odisha police to establish a dedicated "investigation and prosecution" wing specifically designed to further boost conviction rates across the state. The Chief Minister urged the police force to act firmly against criminals without yielding to external pressures, emphasizing the importance of judicial outcomes in maintaining public confidence in the criminal justice system.
